sentatives, where Dr. A.J. Fisher
will look after it.
So little is known of the char
acter of the people of the Philip
pine Islands by the people of the
United States that it cannot be
stated whether they have stability
enough to maintain a government
by the people. By the domination
of the Spaniard nothing in that di
rection can be learned for the gov
ernment of the Spaniard was a
despotism though professedly
Christian. Aguinaldo may aud he
may not be a fair sample of the
people of that country, if he is,
then the people of the Philippine
Islands are more a people of mer
chandise than a people with a fixed
purpose to advance the general
good. Aguinaldo is commercial,
he can be bought and sold, all that
is necessary is to give him his
price, lie keeps in the back
ground, he will not risk his body
iu the place where bullets fly, but
his followers do fight, and fight
like men who honestly believe that
they are battleing for a righteous
cause. How to disabuse the mind
of the Filipino that he is fighting
against a government of oppressors
is a problem yet to solve. If the
people of tha e islands could be
made to understand that the gov
ernment of the United States means
only to enlarge their individual
rights under the law, and enlarge
their business opportunities, and
give them common rights in mat
ters of religion just as the every
day people of the United States
enjoy those rights the trouble
probably would soon be over, but
how to reach the people and get
them to understand those facts is
the problem.
