From the time of the opening of
the war with the Philipine around
Manila, on the Cth of February to
the pieseut time there has been a
sort of a brisk warfare going on in
the bushes beyoud Manila. The;
insurgents light like Indians, from
behind some object. "Twenty towns
have been captured and burned by
the Americans, niauy guns and
tons of ammunition have been cap
tured since the war began. The
first fight at Manila was consider
able of a battle, and the battles
every day between the 5t!i aud
10th were skirmishes, but the
battle on the 10th at Caloocan was
heavy. A despatch from Manila
says of the battle. Brigadier Gen
eral II. G. Otis, held the extreme
left of the American line from the
bay near Caloocan. The regiments
on the line were : The Twentieth
Kansas, Colonel Funston, eleven
companies; First Montana, Colonel
Kerster, nine companies: Third
Artillery, Major Kobbe, four bat
teries as infantry, and the Tenth
Pennsylvania, Colonel Hawkins,
four companies.
Two companies of the Tenth
Pennsylvania are behind the walls
of the De La Loma Church yard.
Across the ravine from the Mon
tana regiment is Captain Jensen's
company holding the stone fort
supporting Grant's Lattery of four
Ltahgnns, a fifth gun is to th.e
left and on the railroad, support
ing the Kansas troops.

The Free-Trade imperial "Her
ald" wants to know why, since we
are exporting such an immense
amount of manufactures, we need
to keep on our Tariff Protet-tion.
The answer ia "Why take it off!"'
The plea for doing this used to be
that "the Tariff prevented our ex
porting any goods. If the pie
had ever had any foundation,
there would have been a good
argument for giving up Protection.
But since exactly the opposite has
finally dinned itself into the dull
ears of Free Trade, there is no
sense in drooling periodically about
the t4Chiuese Wall" of Protection,
and demauding that it be taken
down. Suppose we should, for in
stance, ordain. Free-Trade in wool
and woolens; how long would au
American woolen mill stand foreign
competition t. Not during the shak
ing of the tails of the sheep which
furnish the wool. But even if the
reverse were true, what good would
it do to abolish, the Tariff T Besides
it is under a Tariff that all this
foreign export trade has grown up.

The Americans were not only
victorious at Manila, having driven
the insurgents away from the city,
but they followed up the first vic
tory and won a second battle at
Caloocan. The defeat of the Phili
pines at Caloocan was as complete
as at Manila. The full number of
Americans killed and wounded in
the last battle has at this writing
not been, telegraphed.
