NAVAL WARFARE.
The first ship, the Charleston,
with reinforcingsujppliesfor Dewey's
fleet started from San Francisco on
the i8th, but on the 19th she was
compelled to return on account of
her condesers getting out of -perfect
working. Superstitious people de
clare ito to be an omen of evil. The
condensers were repaired and the
cruiser started the second time on
Saturday the 21st with best wishes
for safe voyage to Manilla. . Spanish
despatches hint at reinforcements
for the Spanish forces at Manilla.
The Spanish government officials
there have orders to win over as
many influential rebles as possible
by offering them paying office in
government circles, which is a
change in the Spanish treatment of
the Philippine islanders.
Major General Wesley Merriett is
to command the Philippine island
land forces. Andrew Banks of Mif
fiintown is in the 10th regiment
Pennsylvania -volunteers on the way
to the island. He

been with Sampson in the bomb
ardment of Porto Rico was returning
along the north coast of Cuba, when

By the 4th of July reinforcements will hava reached Dew
ey. There is a great deal of criticism. Why. don't Sampson
do with the Spanish fleet as Dewey did ? The criticism isn't
fair, Dewey's victory can never be surpassed, and it nay be
centuries before ii can be equalled. But he had the Spaniards
where he coald get at them. Sampson and Schley have not
been able to get a sight of the enemy, they keep out of the
way, dodge about, and are first class dogers as is proven b the
fact that last Friday they o dodged around and coofusod our
naval commanders that they concentrated Sampson and Schley
near Havana believing that the enemy was to sail into that
point, but that wasu't the object. When they hid our fleet at
Key AVet and Havana they quietly steamed intj the harbor of
Santiago De Lub.i, at the far end of the island on the opposite
side ot Havana, about 800 miles from our fleet, and there un
loaded supplies fr Blanca's army. It was a smart dodge, but
a dodger isn't as smart as the lair equani able meri, aad when
Sampson and Schley get a chince the dodger will have played
the Irishman's flee act the last time. The Spanish fleet must
be using their sails and saving their coal, ior they are not
making swift time between the points, of "where you see them
and where you don't see them' Such is the situation Satur
