1P84 adopted a resolution offered by Hon.
Ualusba A. Grow of Pennsylvania, which
now embodies all ot the National Rules ot
the party, touching the time for calling
Conventions and tbe election of Delegates.
Tbe text of tbe rules in this, as omcially
printed in tbe proceedings, pp. 70-78 .

Convention six months at least before tbe
time fixed fair aaid meeting ; aad each con
gressional district in tbe United b tales aball
elect its delegates to tbe National Conven
tion in tbe same way as the nomination of a

and in tbe territories the delegates to tbe
Convention shall be elected in the asms way

resolution waa passed autborixing tbe chair
man to send invitations to G. A. R. posts
and veteran associations to send delegates
tn meet at Middlebure on tbe 22nd
day of February. 1S8B. at 10 o'clock A. U
The object of this meeting of del egates is
to form an association of old soldiers and
G. A. R- men living in the counties or
Colon, Snyder, Mifflin, Juniita and Hun
tingdon, to meet annually and encamp tor
three or four dajs at such places aa the
delegates may select year after year. It is
hcp-l tbat each association and O. A. R.

The blacksmith's helper U suppled to
strike the work in the middle of the siidth
or tbe anvil, and when this requires to be
varied tbe olacksmith indicates where tbe
sledge blows are to fall by touching the re
q uircd spot with his hsnd hammer.
If the sledge is required to,bave a lateral
motion ahile descending tbe blacksmith in
dicates tbe same to the helper by deliver
ing hand hammer moves in tbe direction
required for tbe sledge blows.
If tbe blscksmith delivers a hard blow
upon tbe work and an intermediate light
blow on the anvil it deaotes that heavy
sledge blows are required.
If there are two or more helpers the
blacksmith etrikee a blow between each
helper's sledge hammer blow, the object
being merely to denote where the sledge
blows are to fsli.
When the blscksmith desires the sledge

rebound upon the same nutil it ceases.
Thus the movement of tbe band hammer
constitute signals to tbe helper, ana wm.
