debauchery. To observe the crowded street
one notice the abaence of women. The

hour are young men. This city is said to
be ahead of New York in it number ot
boarding places fur young and unmarried
men.
The city Is about flity year oi age. The
growth has been rapid, but it is not the
groalh of a mushroom, it is substantial.
Many institution of learning are scattered
about throughout the city limit and in the
suburbs, out the one best known to .the
writer is tne Uuiun College of Law, situat
ed on Dearborn street. It is the Law De
portment of the Xorth Western University .
Tbc Ciiiversity proptr is located in a u-
berb of tbo city. The Dean of the Schoo
is Jud,- Henry Booth, Protesaora Ilurd,
Kwell, Judge Farwrll, Leonard Lueot and
Dr. Davis are the tutors of the school. Pro
fessors Hunt and Eeil are both well know n
men about Chicago. Hurd having revised
tats statutes of Illinois several time, and
En ell is author of a book called the Es
sentials of Law. Dr. Davis is well known
all over the United States, and acted as

or William Clark, ot Beale twp., aged 67
years, 9 montii and 18 days. Interment
in the Acadomia cemetery on Friday, the

Mrs. Clark was a member ot the Pr esby
terian church since 15 years old. Sbe wss
also the mother of ten children, eight ot
horn are still living.

tor, member and meinfers of Assembly, if t

Section 1. be it enacted by the Senate and
House of Representatives of the United States
of America in Congress assembled. That all
citizens of the United Slates, who are, or

tory, district, county, city, parish, town
ship, school district, municipality or other
territorial subdivisions, shall be entitled and
allowed to vote at all such elections w ithout
distinction of race, color, or previous con
dition of servitude, any Constitution, law,
custom, usage or ngulation of any State,!

if, by or under the authority ol the Con
stitution or laws of any State, or the laws

nity to perform such prerequisite to become
qualified to vote, it shall be the. duty of

tion of servitude, aud if any such person or
