If General Grant shall neglect or re fuse to execute the provisions of this law, or if in its execution he should act in an op pressive and cruel manner, to what tribunal would he be pmenable for his malfeasance? Second. As, by the terms of the bill, the President munot interfere, can the General be tried by Court-Martial? and, if so, who can order and- who shall constitute the Court ? Third. Not being a civil officer, can he be impeached? and, if so, bF• whom, .and be fore what tribunal? Fourth. If he cannot be arraigned-by any earthly tribunal, is he not made an absolute despot ? Mr. Carey said if these queries ware satis factorily answered he should vote for the bill ; not otherwisll. Beibre he had concluded half .the members were on their feet, and Messrs.
