Suns urea.—The Provost Marshal pub. lishes the following interesting item of news: By late orders received from Headquarters Provost Marshals are allowed to accept col, ored men as substitutes for white persons drafted into the U. B. service, or those en— rolled and liable to be drafted. The Board of Enrollment will be absent from Waterford from the 11th to the ! 2oth of July, holding examinations in differnt parts of the District. Prior to the Ilth and after the 201 h, the Board will receive all acceptable substitutes which may be pre-ented. The above decision, we presume, will pave the way for a very active operation in colored substitutes, from this time on to: the aezl draft. It will be remembered that the new law permits parties who are liable to conscrip tion to procure substitutes previous to any draft, who are sworn in for three years, and' whose acceptance Blears the person for'whoto they are accepted for that length of time. If every man who is liable,-and able to spare the money, will go to work and secure &sub stitute, it is poet.ible that the draft can be avoided in this city for a yolk! or kio to come: • :IT" The success which attended the Union Sab bath School Celebration on the Fourth must have been very gratifyius to the friends of and participants in the movement. Thirteen Sabbath Schools, including representatives from all the Protestant denominations in'the city, with the exception of the Park and Episcopal congregations, tot-1 part in the exercises. The procession was formed on Peach street about 10 o'clock, under direction of Mr, Charles Metcalf, Chief Marshal of tbe day, to whose tact and industry much of the success attending the proceedings is due. It numbered 1500 teachers and scholars, by tt i S lit, actual count, and extended over a spa" of a mile and a half. Eac school bad Pre ilsly drawn for its place in e ranks, and the line was thus formed with° any had feeling_or difficulty. The procession was headed 'othe North East Cornet Band, the members of which acquitted themselves in a manner that drew forth the commendations of all who admire flee music. a The extreme length of the procession obliged the route previously decidetrupon to be some. lilt extended, and it marched up Peach street to Twelfth. thence to State, and from State intothe East Park. As it marched down State street we heard several' stran gets remark that it was the finest thing of the sort they bad seen out of New York. Each school—careled one or more flags or banners. - Setae of the latter were exceedingly handsome, and reflec ted much credit on • the taste of the parties who planned and prepared them. The ,bril-. tient appearance of the flags and banners, the happy faces of the children, and the harmony and decorum which prevailed throughout the proceedings, all combined to make up a picture ILat will leave a lasting ingression on all who witnessed the demonstration. Dr Lyon offered a prayer, and short speeches were wide by Rev. D. C. Osborne and Rev. J., W. Stuckenburg. At intervals daring the' pro ceedings, patriotic songs were sung by the children,the effect of so many voices combined prCducing a very happy effect. At the close of \ Mr. Stuckenburg's remarks, the line of procession was taken up for the West Park, the inspiring eomposition "Marching Along," being sung on the way. - W. W. TODD In . the West Park a free dinner was is readiness, prepared by the friends of the dif— ferent schools. The supply of everything was unusually bountiful. A brief invocation was offered by Rev 0. F. Cain, when the children were invited to partake of the good things to their hearts' content, which they did in a manner at once amusing and-gratifying: The wants of the scholars were supplied without partiality, rich and poor being all treated alike, and we have yet to hear of a case of dissatisfaction. Persons Who were in a posi tion competent to judge inform us that the number who participated in the dinner was few less than two thousand. = The managers of the celebration have every reason to be proud of the manner in which it was conducted. It was the pleasantest affair of the kind that has ever taken place in this city, and the good feeling which:ii bas: wits))• iidied among the various echools participating in the proceedings cannot fail to be productive of much benefit to the cause.
