Pm" the Southern Coirespendirst of the
A long conversation with Col. Rains, the
Superintendent of the Government Powder
Mills in Augusta, and also the manager et the
Arsenal of Construction and of the cannon
foundry in this city, has taught me more theca
ever to admire the ingenuity and *um
which the Confederates have brought to bear
upon their struggle. Starting without any
powder mills in the Southern Stettin, except a
small one at Nashville, which, soon passed out
of their hands—without any tare establish
ments fOr making machinery, and without a
single triphammer between theChesspeako and
the Rio Grande--deicieut_ in iroo,. lead; cop
per, tin, saltpetre, cannon, small arms, every
thing save food, they have taught the world a
lesson In regard to the impossibility of sub•
ingsting a brave people, which will point a
historical moral for ages to come. Then see
two men whose names are seldom heard In
connection with the history of this war, bit
who hove probably contributed mors to the
Coafsderste weesu, than an, other puns
with, the autopilot of Lee, Jackson and Long
streit—l mess Colonel Rails sad Captain
Brooks. Both of them modest and unobtru.
sive men, i4eorbed in scientific researches,
i • haulage in the fertility oi•their resources,
/ indefatigable in energy, they have presented
dozing the last thirty months a record for the
study of their countrymen which will every.
'where be reod with profit; whenever the history
of thisgreat revelation is fairly told. k, kayo I
seldom had the advantage of eitocouforitill any
man whose conversation was so Jeanie:Unit!
and interesting as that of Colonel Rains. nisi
rinapitnlatiou i.t the difficulties which he has'
bad to encounter, of the deficiencies which be:
has every day to supplement and oircumvenc
by ingenuity, and the results , of his work,
evideneed by his contributions to the Coaled:,
erste armies, is such u to awaken amass;
sent.
In a former letter, written some months ago
from this town, I gave a short sketch of the
Augusta gunpowder mill. From that thus up
to the prevent hour Its efileiceey has been eon=
stonily on the increase, and as evidence of its,
ProMk working, I may mention that since lti '
opening on the 27th of April, 1862, Cobs*
Rains has sent a million and a half pounds *
powder to Richmond alone, exclusive of hit
sontribbtions to Vicksbrirmeharleston, Mobile
and the armies of Gem Bragg and Johnston.
From his Arsenal of Construction he has sent
out 8,000,000 cartridges for small mum rill
60.000 round shot and shell, to say nothing et
saps, hand grenades and torpedoes. Prom
his osanon foundry he is continually turning .
out 12-pounder - Napoleons, 20-pounder Par
rots and bowlines ; but the wealth of artille4
already possessed by the Confederates is such
that he has ceased to produce Napoleon guns
with the rapidity which at one time character.
hied his proceedings, his rate of _producticin
having been one Napoleon gun per diem. The
daily yield of the powder-mill is now st the
rate of 8,400 Um a day. which might, if occa
sion required, be indefinitely lacreared. Bit,
with every important station in - the Ccrefed.
frac, already mtrfiiited with 'poider, with
large supplies in the hands of Gene. Bea,:
gard, Bragg. Johnston; and at Mobile - Ind
Wilmington (Gen. Lee, of course, draws his
supplies from Richmond,) and with two other
powder-mills in active operation, it is of little
importance even this rats of production shoild
be maintained. The ordinary consumption of
powder in the Confederacy is rated at 2,000
lbs. a day ; but is, of course, greatly increseed
by iamb sieges as those of Vicksburg sad
Charleston, which bring up the avenge to 1 0 .-
000 lbs. a day, occasioned by Mao large 00-
mash of the heavy artillery employed. It is
a singular commentary upon lids war, that a
*sties which, two years ago, produced not a
pound of powder, should now think nothhtg
et a daily consumption of 10,000 lbs.,
produced entirely from their own readiness.
