la Riches to be a Test ?
We Lave beard respectable men of both

of money as richer men. This idea will
not bear examination. The truth is, some
rich men and some poor uiun ure extrava
gant, and some are close and economical.
The very worst and most reckless rulers,
are rich men, as the history cf the world
shows; for they have the least sympathy,
naturally, with poor men and hard work
ers. Neither more or less wealth is any
criterion ot a tnau's FITNESS. A little ob
servation of State, National, County or
Borough matters, will convince any one,
that among the most profuse and prodigal
ruoDey-iipeuders, and the most grinding
and rpprcssivo tax-layers, kicii men arc
promiuent. Those who have no property,
are perhaps equally "liberal" with other
people's inouey ! wbilo those in middling
circumstances whose property is small,
and fairly earned will always bo found
most truly ecouomical,prudeut and faithful
guardians of the taxablcs' interests.

A man who, like James Pross, has
earned a very moderate fortune fperhaps
equal to his opponent's, Mr. Moyer) by
the labor of bis bands, has the requisite
experience, the right appreciation of the
valuo of money, and the love and practice
of economy, to render him a most lit, pru- j

part of his fellow citizens. lis inherited

neat little home, which is honestly and

toil. That home, and the homo of all
others in like circumstances, he would sa
credly guard from needless taxation ; fir
the little that a poor man pots is, comjtar
aticely, a far more rjriecout burden than
the heavier taxes paid Ly the rich.
eoTTbe Telegraphic Despatch of last
week, announcing that the " Cable is all
right," was premature and exaggerated.
A later and more detailed despatch, from
the principal manager, states that electri
cal signs continue, but no words arc made
out. It is conjectured that the Eastern
end of the line has been taken up, for the
purpose of making a stronger connection
with the shore than the main part of the
lino. It is believed such a line is required,
at each end, to make sure thecable, whicb,
in shallow water, wears more and is more
disturbed than at greater depths. New
obstacles of this kind will call out greater
energy and ingenuity to surmount them.
Iutelligible despatches having been once
given, the same can and will be repeated.
