Representatives, in the Congress of the Uni
ted States, till the next census be taken by

Sic. 8. Anil be it further enacted. That the
following propositions be, and the same are
hereby, offered to the sail people of Kansas
for their free acceptance or rejeclion, which,
if accepted, shall be obligatory upon 'he Uni
ted States ami upon the said Mate ol Kansas,
to wit: First, That sections numbered sixteen
and thirty-six in every township of public
lands in said State, and w here either of said
sections, or any part thereof, has been sold
or otherwise been disposed of, other lands,
equivalent thereto, and as contiguous as may
be, shall be granted to said State for the use
of school. Second, That seventy-two sec
tions of laud shall be set apart and reserved
for the use and support of a State university,
to beselectsi! by the (inventor of said State,
subject to the approval of the Commissioner
of the tieneral Land Otiiee. and to be appro.
friated and applied in sock manner as the
.egislatuie of said Stale may prescribe for
the purpose aforesaid, but for no other pur
pose. Third. That ten entire sections of land
to be selected by the Governor of said State,
in legal subdivisions, shall be granted to
said State fur the purpose of completing the
public buildings, or for the erection of others
at the scat of government, under the direction
of Ihe Legislature thereof. Fourth, That all
salt springs tiilhin said State, not exceeding
twelve in number, with six sections of land
adjoining, or as contijuous as may be to each,
shall be granted to said f-t.lte for its use;
the same to be selected by the (iovernor there
of, within one year after the admission of said
State, and when so selected, to be used or
disposed of cn such terms, conditions, and reg
ulations, as the Legislature shall direct: i'ru

non-resident proprietors be taxed higher than

TnE Senate, April 0, refused by tbc
same vote as on the enslaving bill to
concur with the House amendments ; but,
at our last dates, bad not sent the bill
back to the House. The Administration
arc (irregularly) detaining it in Senate,
until tbey can get some chance to rush
their own bill through, tha House. But
tho friends of Freedom are awake, and
hopeful ; and although l'owcr and Patro
nage Fraud and Corruption will be
used to any extent to break down tho uni
ted opposition, let us hope tbey will fail.
If neither branch can bring the other to
its terms, of course both will fail ; and
by another session, if not at tho present,
the real Constitution of the Convention
and the people of Kansas will be present
ed to Congress.
Latest from Kansas.
The Constitutional Convention met at
Minncola, and appointed Gen. James
II. Lane, temporary President, and & i
ru;an,Sccrctary. The Convention then
removed its sessions to Leavenworth, and
M. F. Conway was elected permanent
President.
In the Constitutional Convention cn
the 30th ult., the Committee appointed to
frame a Schedule, reported one.
It provides that the Constitution be sub
mitted to a vote of the people on the
third Tuesday in May, and that an elec
tion for Members of the Legislature, J udg
cs and State officers shall be held at the
same time. It also provides that all laws
in force not repugnant to this Constitution
shall remain in full force until tbey expire
by their own limitation.

A remonstrance to Congress against
the admission of Kansas under the Le
eompton Constitution was read, .and a
copy ordered to be immediately forwarded
to Washington.
Col. Tbomas II. Benton thinks his dis
ease will soon terminate fatally.

Last week, a Mr. Uochc, a graduating
student, of fiuo abilities, was fatally stabb
ed at Newark College, Pel. A fiaeus
grew out of tho issue of a lure.ijnc pro
gramme, in which a number were engag
ed, and Itochc was struck by a sharp in
strument in the neck, and instantly killed.
The subject upon which be had chosen to
