Glens Falls, N.Y., edged Happy Valley out of the No. 1 spot in the CQ Press 2010 Metropolitan Crime Rate Rankings, while Logan, Utah, took the No. 2 spot, according to the report released last week Though its ranking has fluctu ated, for the past five years State College has snagged a spot in the top three. _ In 2009, State College topped the CQ Press rankings, after corn ing in at No. 2 in 2008, No. 3 in 2007 and No. 2 in 2006, according to the reports. And that track record, State College Chief of Police Tom King said, is something to be proud of. The rankings are determined using crime rates from the FBl's Uniform Crime Reporting Program taking six categories into account murder, rape, rob bery, aggravated assault, burgla ry and motor vehicle theft according to a press release. Those rates are then compared to national averages and indexed to come up with the scores used to determine the "safest" areas, according to the release. CQ Press also takes into account other factors when draft ing its lists, such as the frequency and percent change of reported crimes, according to the release. When you consider the commu nity's low crime rates to begin with, King said, it makes sense that even a small increase or decrease would impact State See BOROUGH, Page 2. delay By Colleen Boyle COLLEGIAN STAFF WRITER Final payments for the Fraser Centre will likely be stalled after the site's developer asked the State College Borough Council for a yearlong payment exten sion, Borough Manager Tom Fountaine said. Jack Kay, president of Susquehanna Real Estate the company heading the project said the company needs more time to reach the 80 percent total project commitment sufficient to start construction on the site. "We find ourselves with a number of unresolved issues that we're making progress on but will not be resolved by the end of the yen" he said. The Fraser Centre, which will be located on the 100 block of Fraser Street, is set to include retail and office space, luxury condominiums, a cinema and possibly a boutique hotel. Fountaine said he expects the extension to be an item for dis cussion on the council's agenda on Dec. 6. "If the extension on the real estate agreement is not approved then the borough would have certain remedies to reacquire the site," F'ountaine said. But Fountaine said he doesn't think that will be necessary "Council has to make that determination. - he said, "but I don't have any reason to expect that it will not be approved.- Council member Jim Rosenberger said he thinks it is wise to grant such an extension and proceed with the project. - Otherwise we just have an empty lot, and we'd have to start over," he said.
