    Officials debate public school rule
Pennsylvania State Secretary of Education Thomas
Gilhool and other education leaders will debate who
should be running public elementary and secondary
school systems teachers or administrators during a
conference today and tommorrow at the Nittany Lion Inn.
The annual fall conference, sponsored by the
Pennsylvania School Study Council, will address the role
of instructional leaders in today's public school systems
and delegating authority on educational issues.
About 150 school districts out of 500 in the state are
members of the council, said Paul Bredeson, council
executive director. The council is part of Penn State's
College of Education.
Bredeson said defining leadership will help the council
understand who should set educational policy and plans.
By answering this question, he said, it will be easier to
define who should be the followers in education.
Ted Elsberg, acting president of the American
Federation of School Administrators, will speak at the
conference about his opposition to schools run by
committees of teachers.

A University student who died in a
290-foot fall early Sunday morning
