18—The Daily Collegian Wednesday, Aug. 27, .1986 Stolen car problem By JOHN SPENCE Collegian Staff Writer According to the Pennsylvania State Police, an alarming 38,443 cars were stolen throughout the Common wealth in 1985. While that figure marks a decrease from last year in the number of cars stolen statewide, stolen cars still rep resent a problem for many car own ers, according to Ned Witmer, a state police supervisor. "These new cars have better lock systems on them so it makes it a little harder for a thief to get into it," Witmer said. "But cars are still sto len every day of the year." Locally, 91 cars were reported sto len in Centre County last year, said Dave Caster, crime prevention spe cialist with the State College Bureau of Police Services. That figure is an increase over 1984, when 73 cars were reported stolen in Centre County, he said. In 1983, 81 ST. State Col lege police statistics show that three cars were reported stolen in July, 1986; two in June, 1986; and 47 this year to date. Forty-eight cars were reported sto len at this time last year. However, Caster explained the fig ures may be misleading. Sometimes car owners forget where they parked their cars and report the vehicles missing, he said. Police said many car thefts could be prevented by following a few sim ple precautions. • Always take your car keys with you. One of the most commonly re ported explanations for car theft is that the keys were left in the'ignition. e Keep spare keys in your wallet or leave them with a friend, rather than hiding them in a magnetic key box underneath the car. • Lock all doors and close all win dows. • Park in well-lighted areas. A still exists thief would prefer to work in a dark, secluded area where detection is less likely. • If you park on a street, turn the steering wheel sharply to the curb to lock the steering column. This pre vents the car from being towed from the rear. If your car is stolen, call the local police and your insurance company at once, police advised. Caster said the most popular cars to steal are the bigger luxury cars and foreign cars. According to the . Loss Data Institute, a• nationwide organization that keeps track of sto len vehicles, the five cars most fre quently stolen or broken into in the United States are: the Mercedes 380 SEL; the Cadillac Eldorado; the Volkswagen Rabbit convertible; the Mercedes 300 SD; and the BMW 3201. Students who receive more than five parking tickets a semester will now 'be referred to the Conduct Standards Office for disciplinary action. Strict enforcement of this regula tion began last Spring semester and will continue this year because "parking spaces on campus are critically tight," Doug Holmes, as sistant manager of parking said. Staff Assistant Gail Kamon said the Conduct Standards Office would notify the student, in writ ing, of the parking violations and give them a chance to appeal the charges. Students could also be prohibited from driv ing or parking on campus for the semester in which the offense oc curred, she said. Parking and biking rules have not changed, but their enforcement has, Holmes said. For example, if a student regis ters a vehicle for another person, such as a freshman, the student will be responsible for any *king violations or disciplinary action that result, he said. The 'parking fee for two semes ters on campus is $25 or $lO for a night and weekend permit. Any student who drives on campus without a sticker will be ticketed, Holmes said. If snow falls or is predicted in the evening or night, cars must be moved to a student parking lot, other than Lot 80, before midnight or they will be ticketed. Students should be aware of two important rules when they park during home football games, Holmes said: • The lot next to the stadium can be used to park at all times, but, cars must be moved after 6 p.m. on Friday or before a home football game. o Parents and visitors who at tend the games should also follow the posted parking signs to avoid being ticketed, he said. e e o Holmes said that students must register their bicycles at the park ing booths on campus.
