Bengals trade No. 1 pick to Patriots

CINCINNATI The Cincinnati Bengals, who failed in
efforts to bring Brigham Young quarterback Steve Young
aboard as the first choice in this year's NFL draft, on
yesterday traded the No. 1 pick to the New England
Patriots.
The Bengals received New England's two first-round
draft choices, No. 16 and 28, a 10th-round selection this
year, and a fifth-round pick in next year's college draft,
'Bengals General Manager Paul Brown said.
The move gives Cincinnati three first-round choices this
year, and four of the first 35 selections in the NFL draft
May 1.
Cincinnati had offered Young a contract as the No. 1
`choice, but the quarterback chose to sign a lucrative deal
with the United States Football League's Los Angeles
Express.
The trade gives New England the No. 1 overall pick for
the second time in three years. The Patriots chose de
fensive lineman Ken Simms from Texas in 1982.

"Having made a complete analysis of this year's draft
as it now sits, we felt it was in the Patriots' best interest to
make this trade to put us in a position to be able to select
any one of the top players available in the draft," Patriots
spokesman Tom Hoffman said.
Hoffman said team officials have already talked with
agents for several players being considered as the No. 1
choice.
The Bengals got the No. 1 overall pick in a trade that
sent quarterback Jack Thompson to the Tampa Bay
Buccaneers before last season. They decided on Young
when the record-breaking collegiate passer was consid
ering the Los Angeles Express' offer, and proposed a
contract that would give him a reported $3.5 million over
five years.
However, Young signed with the Express in a deal
estimated to pay him $4O million over 43 years. Bengals
head Coach Sam Wyche said Wednesday that no player
stood out as a No. 1 pick, and the Bengals decided they
would get more good players through the trade.
Cincinnati now has picks seven, 16 and 28 in the first
round, and the 35th overall pick in the second.

NCAA decides against shot clock

SEATTLE The NCAA's Rules Committee, in a sur
prise vote, decided yesterday to put off for at least another
season using a 45-second shot clock in college basketball.
The committee will next consider the shot clock issue at
a meeting after next year's Final Four tournament in
Lexington, Ky. Ed Steitz, the committee's secretary-rules
editor, predicted it would be adopted then.
Steitz, athletic director at Springfield (Mass.) College,
was the only member of the committee to.appear at a
press conference after the closed-door meeting.
."The vote was very, very close," he said.
Steitz said the committee decided not to go with the shot
clock at this time, "as a result of uncertainty in the minds
of some of the members of the committee whether or not
to go with a clock for the entire game."
Some of the committee members wanted the shot clock
used during the entire game while others favored shutting
it off in the last few minutes, he said.
"So it was an inability of the committee members to
have a meeting of the minds on whether to keep the clock
on for the entire game or turn it off for, say, the last four,
two or one minutes," he said.
In order for the rules committee to adopt a uniform,
nationwide shot clock, it would have required a two-thirds
vote of the 13-member committee.
Steitz refused to disclose the vote, explaining, "we never
reveal our precise votes."
He said his earlier prediction that the 45-second shot
clock would be adopted for the 1984-85 season was "just
my personal opinion."
National Collegiate Athletic Association Division II and
111 schools will continue to experiment with the shot clpck
next season.
"After that, I believe you will see a shot clock adopted in
Lexington," he said.

and TV generated a lot of revenue for Division I schools.
"They're (NCAA's Division I schools) not about to see a • ,
farce or travesty type' game on television," he said. "A
shot clock would do one thing: it would prevent an all out
travesty or farce type game."
"Let's face it. Television gives us an awful lot of
money."
Twelve conferences, 10'in Division I, experimented with ,
the 45-second shot clock this past season.
. Yesterday's announcement came just two days after
Georgetown beat Houston 84-75 for the NCAA basketball
title in Seattle's Kingdome. In the second round of the
tournament, Georgetown was involved in a 37-36 game
with Southern Methodist.
The committee failed to respond to a survey of the
nation's college hoop coaches. In the survey disclosed by
the National Association of Basketball Coaches here last
Thursday, 53 percent of the college coaches favored a shot
clock.
Steitz, a 28-year member of the committee, said the
committee voted to continue experimentation with a 45- 4
second shot clock, left on the entire game, with no lack-of
action and a combined experiment involving the 45-second
clock and a three-point play, measured 19-feet, 9-inches
from the center of the basket.
The committee did adopt, the use of a coaching box, /
effective for the 1984-85 season. It also increased the
number of timeouts in games involving the electronic
media from three to four per game.
"The committee felt that the adoption of the coaching
box would be a significant step in improving bench
decorum and the image of an already great game," Steitz
said.
Coaching boxes were experimented with in six Division.
I conferences last season. Coaches, players and bench
personnel were required to remain in a designated bench
area except to request specific information from the
scorers' table during a timeout, address a correctable
error, or, in the case of players, report into the game.
