Lady fencers on the road
for tri-meet in Baltimore

The women's fencing team will
try to continue its winning ways
Saturday when it travels to Balti
more for a meet at Johns Hopkins
with Goucher College and William
and Mary.
Last Saturday the Lady Lions
defeated Carnegie-Mellon, James
Madison, Duke, Northwestern,
and the University of North Caroli
na in their largest home meet of
the year.
Penn State has not fenced any of
the other schools in this weekend's
competition so far this season.

Belcher case reveals free agent flaw

NEW YORK Don Fehr, executive director of
the Major League Baseball Players Association,
said yesterday the rule enabling the Oakland A's to
take pitcher Tim Belcher away from the New York
Yankees "indicates there are very serious prob
lems with the whole compensation system."
As compensation for the loss of pitcher Tom
Underwood, a Type A free agent, to Baltimore, the
A's dipped into the Yankees' farm system Wednes
day and picked Belcher, a 21-year-old right-hander
signed to a pro contract only last week.
Belcher was drafted three days after the Yan
kees submitted their list of 26 protected players. As
soon-as he signed last Monday, his name went into
the pool of players available to those teams losing
players to free agency.
It was the second time a New York team had
been hit by the compensation issue. Last month, the
New York Mets gambled by not protecting veteran
pitcher Tom Seaver and lost the symbol of their
glory years to the Chicago White Sox.

had decided to let Underwood go and take "a good
minor league player. We felt Belcher was the best
player available "
Fehr, noting that "Oakland made no concerted
effort to sign Underwood," said the union is "very
concerned that the players' bargaining power has
been diluted. Compensation, as it is now, makes the
loss of a player much easier to bear. ,
"We were assured by the owners," Fehr said,
"that all the clubs would be able to protect every
body they wanted to protect." He said that in the
negotiations leading to the existing collective bar
.gaining agreement, the owners sought to limit the
protected list to about 15 players and that the union
wanted it to cover about 40."
"The Seaver and Underwood incidents demon
strate we were right, that we have a.major prob
lem," Fehr said. "It wasn't supposed to work this
way."
Belcher was the top pick in the secondary phase
of the amateur draft Jan. 17 three days after the
protected lists were submitted having turned
down an offer from the Minnesota Twins last year,

The Yankees could have avoided losing Belcher if
they had held off signing him until Underwood was
signed by the Orioles last Monday. But Joe Safety,
the Yanks' public relations director, said they had
to sign him by Feb. 1 because "he was going to go
back to school (Mount Vernon Nazarene College in
Ohio) the next day if we didn't."
"When we were building this system," Fehr said
of the compensation-pool plan, "no one thought
about amateur players with whom clubs had nego
tiating rights
"As far as Belcher is concerned, I haven't had a
chance to speak with him: But he made a deal with
the Yankees under the assumption he would at
least start out his career in the Yankees' organiza
tion. You - have to wonder if he would have signed
and given up his amateur status if he'd known he
wouldn't be playing for the Yankees.
"Whether his selection falls within the paramat
ers of the (collective'bargaining) agreement needs
further deliberation. As far as we're concerned, we
will do whatever is necessary to protect the integri
ty of the agreement."

Eagles' Hairston dealt to Cleveland
PHILADELPHIA (AP) —The Phil
adelphia Eagles have traded veteran
defensive end Carl Hairston to the
Cleveland Browns for an undisclosed
conditional pick in the 1985 draft, the
team announced yesterday.
Hairston, 31, was the Eagles' sev
enth round draft choice in 1976 from
Maryland-Eastern Shore. He started
106 consecutive games for Philadel
phia until he was replaced in the 12th
