Mauricio Solaun, professor of socio logy and Latin American studies at the University of Illinois, said in an interview with The Daily Collegian, the downfall of the present Salvado ran government also depends on con tinued Nicaraguan and Cuban support of the rebellion. He added later that one should not be enthusiastic to see a group not liberally democratic take power. Solaun said self-determination in Central America is not possible be cause the electoral process is not well established. "So what you ultimately get is a government that is not responsible to the will Of the people," he said. Although the Marxist-Leninist na ture of the Sandinista National Liber ation Front (FSLN) was obvious when the decision to boycott the So moza regime was made, it was not forseen that the FSLN would quickly take power in Nicaragua, Solaun said. "Whether you have revolution or not is based on a complex set of factors," he said. Soluan described the situations both in Nicaragua and in El Salvador as unpleasant and tragic. The deci sion by the Carter administration to cut off aid to Somoza was based solely on human rights violations by the Nicaraguan National Guard, he said. "The policy was to dissociate our selves from dictatorships that were violating human rights," he said. Previously, the policy was "interfer ing without intervention," he said. However, U.S. foreign policy to ward El Salvador should be based on the lesser of the two evils: continued intervention or lassiez-faire policy followed by yet another Marxist-Le ninist revolution in Central America, he said. The former ambassador will ad dress the El Salvadoran issue tonight at 8 in 101 Chambers. His presenta tion is being sponsored by the Latin American Studies Society and the College of The Liberal Arts. ir************************************** :EX * GREEK TIMES are GREAT TIMES/ Get Psyched for Greek Week.
