FISHER Collegian Staff Writer Stressing that the United States is facing a depression far worse than the Great Depression of the 19305, Demo crat Steve Douglas, 30, has announced his gubernatorial candidacy to oppose the federal administration's current economic policies. During a press conference yester day at the State College Municipal Building, 118 S. Fraser St., Douglas explained his serious concern for the nation's economy. Calling Federal Reserve Board Chairman Paul Volcker "the biggest bloodsucker since Dracula," Douglas blames Volcker for causing the col lapse of Pennsylvania's, as well as the nation's, economy. Douglas, of Philadelphia, identified Gov. Dick Thornburgh as one of Vol cker's biggest supporters, and there fore decided to seek a state, rather than federal office. "I question Thornburgh's thinking about creating jobs in Pennsylvania since he supports a man under whom unemployment has risen to 11.3 per cent," Douglas said. Political mobilization of labor, in dustry and agriculture must occur within the states before the economic problems can be attacked on a federal level, he said. A former Labor Party candidate, Douglas said he joined the Democrats because they were "the motor force for getting the economy moving out of the Depression in the 19305." He said no congressmen, state and local officials, or citizens have done anything to protest the debilitating economic policies. Douglas said he is alarmed by their apathy. "It is our moral fiber which is being destroyed as well," he said. "The same impotent passivity which per vades people's attitudes toward the collapse of the economy is the attitude which pervades their outlook on other vital issues." He strongly opposes any of Presi dent Reagan's budget proposals to cut funding for education. "Higher educa tion is a prudent investment to make. Importantly, the economy must pro vide jobs to employ them," he said. Douglas is also concerned about the future of the country's energy supply. He said he believes more nuclear power plants must be built because "it is the safest, cheapest energy source available to us today." "It is not th 6 governor's job to see if the people are more anti- or pro-nucle ar. Rather, it is his job to educate the people on policies that will benefit the state," he said. Nuclear power is safe and the risks have been distorted by the press. "The reports that there was the prob ability of a meltdown at Three Mile Island were grossly exaggerated," he said. "I put a priority on human life over wildlife," he said. Douglas said he opposes all forces which attack the sanctity of life, such as abortion, euthanasia and drug abuse. He said he believes that the people in the Right to Life movement should broaden their scope to include all those topics. Douglas stressed that he was not a token candidate and that he believes that he does have a chance to win, depending on•what happens with the economy. If defeated in the primary, he said he would earnestly support the Demo cratic gubernatorial candidate. Brelo of Rush Township near Philips burg has announced his candidacy for the Demo cratic nomination to the state House in the 77th District. Brelo, 32, a construction worker, said his main objective would be to create jobs especially in the coal industry in the district. He said his method for creating jobs would be through easing regulations in mining and developing a larger market for coal. A larger market for coal would create jobs for heavy equipment operators and truck drivers, he said. Brelo said he does not favor raising taxes in order to increase state funds to the University. "I don't honestly know about state allocations if the funds have to be raised by raising the taxes. There must be some other way to fund the University, but I don't know of any other options," he said. OTT Collegian Staff Writer U.S. Rep. William F. Clinger, R-cen tral Pa., is scheduled this morning to announce that he will run for a third term in the reshaped 23rd congressional dig trict. Clinger's press secretary Mark Heuer said the congressman will announce his candidacy at 9 a.m. at the Nittany Lion Inn. So far, no other candidate has been announced in the 23rd district. Candidacy announcements for con gress could not be made until the state legislature had completed drawing the new congressional district boundaries. Last week Gov. Dick Thornburgh signed a reapportionment plan which keeps Centre County in Clinger's "new, but basically the same" district. While the district lost part or all of nearby Clinton, Clearfield and Potter counties, Centre County remains at tached to the rest of the district by one township. The shape of the district has some local politicians upset, including state Rep. Gregg L. Cunningham, R-Centre County. Doug Walgren, D-Pittsburgh, who filed suit last Friday asking that the plan be thrown out because it is based on innac curate census figures. Keeney said he is also concerned with the condition of the state's econ omy. "I would like to see the University get more deeply involved in produc tivity research for industry to help the economy of the state," he said. The state's coal industry is suffer ing because of competition from for eign countries, Keeney said. The Pennsylvania Technical Assis tance Program, under the Continuing Education Department of the Univer sity, is doing an excellent job serving industry, Keeney said. Mast, 58, an attorney, said he decided to run for office because of his deep interest in the law. His grandfather, who was in the state legislature from 1895-1899, helped pro mote Mast's interest in running for of fice, he said. "When I was a little boy, he told me stories that just thrilled me." He furthered his interest and knowl edge of government in college, where he studied government, he said. A legislator's function is to pass laws to help his district, and help his constituents with their concerns, Mast said. Because of that, one of Mast's major concerns is education. "I am strongly worried about cutbacks in student aid. I know how tough the cuts are going to be," he said. "I'll get to work on that right away." "Even worse, this same senator thinks so little of his constituents that he has actively supported a reduction in unemployment benefits and the number of weeks an unemployed individual may collect," Hodes said. "He has done this in the midst of unemployment at record levels. This is unhuman." However, he said, the Pennsylvania Employment Fund is in debt by more than $1.5 billion to the federal government. He said he would do whatever is necessary to get state residents back to work even if it means additional cuts. One solution, he said, could be to assess more money to major industries for unemployment benefits. The state should also try to help day care centers, preschool programs, corre spondence courses and other nontraditio nal programs to help advance education, he said. Mast said that he would use his position as a legislator and as a person known in all 67 counties of the state to influence what direction the legislature's actions take. He is also concerned about the econ omy, and the high unemployment rate. In addition, Mast acknowledged the special concerns of state's farmers and businessmen.
