Today's meeting will be the 10th meet ing of the 17-member council, which was formed last spring to coordinate and expedite calendar conversion activities. First on today's agenda is a proposal to change the University's course num bering system. A revised course num bering system could help in determining when , a student would take a given course, council member James R. Dun gan said. He said, however, that such a plan might not accommodate some of the University'scourses which are taken by students of all academic standings. "Most universities have a simple sys Flights to be By DON WATERS Associated Press Writer WASHINGTON (AP) Commercial flights likely will be held to about 75 percent their normal pace through most of 1982 as the government rebuilds the air traffic control system with new employ ees, Federal Aviation Administrator J. Lynn Helms said Tuesday. Helms and Transportation Secretary Drew Lewis assured congressmen that the current system is working safely and effectively without the 11,500 controllers fired after they struck on Aug. 3. Helms noted that the FAA already has told air carriers to limit their flights to about 75 percent of the pre-strike level through next April, but he said "current traffic levels will likely be maintained throughout most of next year." "In the second year of rebuilding, though, we expect to permit traffic levels to increase at a steady pace to a point at which pre-strike traffic levels can be reached on a daily basis," the FAA chief continued. "A trial registration one year in ad vance (of the semester change) would tell us how well course offerings would meet student demand," he said. "We are used to offering courses three times a year and we need to get an idea of whether we will be offering enough sec tions of, say English 10, to meet the demand twice a year." Also at the meeting, the chairmen of the Summer Session Committee and the Faculty Contracts Committee will deliv er information reports to the council. The Calendar Conversion Council will continue its responsibility until the end of the 1983-84 academic year. Dungan, said student interest in the calendar change could increase this year because both the freshmen and sopho mores will be affected by it. "This year approximately one-half of the students at the University will be involved in the calendar conversion and in the following year, three-fourths of the students will be affected," he said. "Therefore, I think that the interest in the calendar conversion will be stronger this year than last year." Helms said none of the controllers on duty now is working more than a sched uled 48-hour week, although bad weather has forced some to put in overtime, and 30 percent are down to the normal 40- hour schedule. The FAA chief said major concern was to prevent fatigue by those personnel after the initial "emotional high" of keeping the system operating wears off in the coming months. But he said that in addition to shorten ing the work week, putting newly trained controllers and clerical personnel will permit the agency to begin scheduling vacations that had to be put off this summer. PATCO officials were not invited to testify at the hearing, which continues Wednesday, because the subcommittee chairman, Rep. John L. Burton, D-Calif., said he wanted to confine the inquiry to the control system itself and not the labor-management dispute.
