New discoveries slow decade-long decline Deficit in oil reserves improves WASHINGTON (UPI) The decade-long decline in U.S. crude oil reserves slowed to just 800 million barrels last year, the smallest dip in recent years, the American Petroleum Institute announced yesterday. The big oil trade group, in its last reserve survey, estimated the nation's proven reserves those recoverable from known fields under existing economic and operating conditions at 27.1 billion barrels on Dec, 31,1979. "This reserves report highlights a position we have ad vocated for some time that given the opportunity, - the oil industry can 'and will produce positive results," said institute president Charles Dißona. The Energy Department has assumed the institute's respdnsibility for issuing future annual reserve estimates. • Additions to proven reserves exceeded 2.2 billion barrels during the year, thanks to new discoveries, extension and Government rejects price WASHINGTON (UPI) The ad ministration yesterday rejected an advisory committee recommendation for a blanket relaxation of voluntary price guidelines designed to curb in flation. Alfred Kahn, chairman of the Council on Wage and Price Stability, said the government agrees with general prin ciples outlined•by the advisory panel but does not accept the panel's specific proposals. The committee, headed by Albert Sommers, chairman of the Conference Board, an economic think tank, had said the change would make the price guideline "more realistic" and thereby more likely to be obeyed. However, Kahn said in a letter to Sommers there is no way to tell if the change would produce "greater price 1855 125 Years of Service development of known fields and the revision of darlier estimates, the institute said. The additions offset three-quarters of the nearly 3 billion barrels of crude oil produced during the'year, leaving a gap of only 800 million barrels. The industry, which credi ted . rising prices for encouraging exploration, oil field development and improved recovery, said 1.5 billion barrels of the addition to the reserves last year came in known fields. "This report indicates we are doing what we can in the older fields," said Dißona, blaming government for restraing offshore"and Arctic exploration.
