The USG Department of Programs and Services requested $264.66 to hold a record swap in the HUB reading room on Oct. 18 and 19. ASA Chairman Bill Tracy said the association and the USG Senate jointly funded the record swap last year, but said funding such a program is a “real touchy issue” since University regulations prohibit ASA funds to be used for personal gain. Tracy said since students could make money on a record swap, they would actually be using ASA funds to make money for themselves. Also, $295 was requested for a speaker, which Tracy said was “politically in volved.” ASA cannot fund political events, he said. Tracy said the committee did not fund the record swap because funding had been approved by the Senate. He said another reason was that other student organizations would take a loss to provide students with a service such as a record swap. Rick Patenaude, director of the department, told the budget committee he had gone to the USG Senate last Wednesday night, and the Senate had approved funding for the record swap. Black Caucus requested $493.50 for an Organization of African Unity Model Conference to be held Oct. 20. The caucus received $98.50 and 36 column inches of advertising in The Daily Collegian, a total value of $178.78. The Turkish Students Association requested $379 and 105 column inches of advertising for a folk dance and movies to celebrate the 56th anniversary of the founding of the Republic of Turkey. It received $2OO for social programs, rental, publicity and advertising. Tracy said the committee thought the program would be good, but would not serve enough people to justify allocating the requested amount. He said ASA also funds International Council, the um brella organization for foreign student associations. South Halls Council made a sup plementary request of $637.76 for equipment and office management. They received $llO to cover the increase in price of an amplifier they planned to buy last spring. The council also requested funds for microphones, weight room equipment and office management. Tracy said ASA did not allocate funds for the microphones or weight room equipment because the figures on the budget request were “not well enough ex plained,” and did not represent bids for the equipment. Funds for office management were cut because the council sacrificed general office expenses to request more for social programs in its 1979-80 budget request last spring, Tracy said.
