up with its own plan to achieve male
female balance. Nine have already
asked for an extension of an April 15
deadline. "Our plan is so complicated,
I'm not sure the voters or the candidates
can understand it. And yet we're com
plying with all of the rules," said Zug.
"With the rules becoming more
stringent each year, you can reach a
point where you can go no further and
still have any kind of logical delegate
selection process. Having written these
rules, I think we've reached this point,"
she added.
