    Trustee study funded,
selection under probe

A national study on improving the
selection of college and university
trustees has been awarded to Kenneth P.
Mortimer, director of the University's
Center for the Study of Higher
Education.
The $lOO,OOO, - 18-month study was
offered to Mortimer by the Association
of Governing Boards of Universities and
Colleges, and is being funded by the
Carnegie Corporation of New York.
6' The study will look at methods of
improving the selection of college and
university trustees. A set of guideliiies
will then be established according to the
findings of the study.
Mortimer said the findings of the study
would not be backed by any legislation.
4, "The purpose is to inform the national
community," Mortimer said. "Anybody
interested in improving the governing
bodies of colleges should look to these
. guidelines."
obi` There are three stages to the study,
Mortimer said. The first of these is to
identify prevailing practices of trustee
selection.
The second stage involves 10 months of
site visits to 12 • states to observe dif
ferent methods of trustee selection.

Mortimer said the University would
probably not be included in the study as
the selection method used here is fairly
common.
The last stage would be analyzing the,
data and, with the aide of two advisory
groups from the association, forming
two reports, or sets of guidelines, for
trustee selection in public and' private
institutions.
There will also be a 10-member
national commission, headed by Robert
W. Scott, federal co-chairman of the
Appalachian Regional Commission and
a former governor of North Carolina, to
oversee the study.
"One of the purposes of the boards is to
be a buffer between the institution and
political groups, but a report by Rutgers
University shows boards are being used
by political groups as conduits to the
institutions," Mortimer said.
Mortimer said some governors make
their appointments to the boards strictly
on matters of political patronage.
Some of the other issues are whether
faculty should sit on boards of their own
universities, whether there should be
student representation on the boards,
and whether higher education should be
treated like other state agencies.
