Corman favors ethics exception

State Sen. J. Doyle Corman Jr., R
-34th, said he favors making certain local
offices exempt from the state ethics law.
Speaking in an informal discussion
with the College Republicans last night,
Corman said "We have a tough enough
time" getting people to fill the positions
without the constraints caused by an
ethics law. He said he didn't think there
would be conflicts of interest involved
with such offices as judge of elections,
inspector 'of elections, and planning
commissioner.
The ethics law, passed by the General
Assembly last November, requires
candidates running for office to file a
statement of income sources with a state
ethics commission. It also requires the
income sources of a candidate's family if
they have any leases with the state, such
as a state liquor store lease. The law
does not affect incumbents until 1980.
Last week the state House approved a
bill to delay implementation of Act 170,
the ethics laW, by six months. The
Sente will vote on the bill next week and
is expected to approve it.
Proponents of the bill say it is needed
because the ethics commission has not
yet been set up to receive the
statements. Corman is co-sponsoring the
bill in the Senate.
As for proposed amendments to the
law, Corman said, "I really don't think
there's enough support" to exempt
candidates for offices with salaries of
$15,000 or less per year. He said he
thought there would be no changes in the
law for one or two years, and that it is
thought "problems will unearth
themselves.'
On another topic, Corman said the cost
of operating the state Liquor Control
Board had "gotten out of hand." He said
two bills had been proposed to deal with
the situation.

Kelley, D-39th, would liquidate the board

A similar bill, sponsored by Sen.
Richard Tilghman, R-17th, differs from
Kelly's bill in that it would retain state
warehousing of liquors, Corman said.
On the proposed lowering of the
drinking age to 19, Corman said that he
had polled the people of his district twice
and both times the response had been
"overwhelmingly" negative. For that
