The four contractors all confessed to working with unnamed GSA employees to set up padded or phony contracts from 1974 to 1977. Three of them pleaded guilty yesterday in federal court to charges they passed more than $300,000 in bribes to GSA employees. The fourth contractor. Robert Wear, 45. Fairway Hills.
