Both the National Highway Traffic Safety Administration and Firestone Tire and Rubber Co., said no settlement had been reached, and no announcement was expected yesterday. "We remain hopeful that this matter can be resolved,” a Firestone spokesman said. The NHTSA and a congressional committee concluded that the tires have had an unusually high number of blowouts, some resulting in deaths and injuries.
