"Just as South Africa is situated at the moment, you cannot afford to play with the safety of the state," Vorster said. "The government will certainly protect individuals as never before." But Vorster warned the "avalanche" in his favor "will increase pressure." But he said, "I think people abroad will take note of the determination with which South Africa will fight if attacked under any circumstances." His statement was a veiled criticism of President Carter and U.N. Ambassador Andrew Young, who earlier called South his energy conservation legislation by the time he was to depart. The energy bills have made little headway since then, but the president has advised congressional leaders he does not intend to postpone his departure again. Aides said Carter also decided to divide the trip into two segments because the original itinerary nine nations on four continents in 11 days would have been too gruelling. Powell said the December-January tour will have Carter spending two nights in Poland, one in Iran, two in India, one in Saudi Arabia and two in Paris.
