Carter warns nation on energy
WASHINGTON (UPI) President
Carter warned the public last night it is
endangering the nation's economy and
security by guzzling energy at record
rates, and urged Congress to pass
energy conservation laws that he can
accept
In an election-night address to the
nation, he indicated he would veto any
energy bill that provides "windfall
profits" to producers, and fails to meet
his standards of conservation, fairness
and budgetary restraint.
Trying to whip up public support for
his tax-based conservation proposals,
which are still tied up in Congress,
Carter tried to persuade his audience the
energy crisis is a pocketbook issue of
direct concern to working Americans.
He told an anecdote of a confrontation
he had recently with an unemployed
Detroit steel worker, who said, "I don't
feel much like talking about energy and
foreign policy" because he had more

Cindy Grabowski of the National
Organization for Women said last
night that feminism and socialism
can be united around basic issues of
human rights.
At a forum sponsored by the Young
Socialist Alliance, Grabowski said the
feminist movement will be useless if
the "same gross distribution of
wealth" found under the bureaucratic
system is perpetuated. She said men
and women are equal now "only in old
age homes."
What is needed in the feminist
movement, according to Grabowski,
is mobilization around the issues of
child care and job oppdrtunity.
She said that because women are
led to believe their place is in the
home, it appears that women seekirig
employment in the outside world are
pitted against the rightful proprietors
of those jobs: men. A basic problem
of capitalist society, according to
Grabowski, is that there is "no right
to a job in the first place." Socialism
would provide every worker with this
basic right, she said
A basic tool of socialism, collective
action, is a "potent force in the hands
of women," Grabowski said. She said
NOW is an example of successful
mobilization of women.

A large factor influencing state budget
appropriations for higher education is
the attitudes of western Pennsylvania
newspapers, State Rep. Helen D. Wise,
D-77th, said last night.
Wise said these newspapers,
especially in Pittsburgh, oppose the tax
increase needed for education
allocations. She said the readers of these
papers are sending bags of letters to
their representatives in Harrisburg
telling them to vote down the tax in-.
creases.
One political factor involved in the

The president's manner was somber
and formal, in marked contrast to the
folksy "fireside chat" format he used to
introduce the theme of energy con
servation in February.
"This is not a contest of strength
between the President and the Congress,
nor between the House and the Senate,"
Carter said in noting that the two Houses
legislature is relatively young, Wise
said.
She said the youngest member is 21
years old and that she herself is the
oldest.
She said most of the legislators are
under 30.
According to one legislator, these
young representatives "haven't even
made the decision whether to get
married or not and now they're faced
with this budget crisis."
Sixty per cent of. the legislature has
never voted in favor of tax increases,
Wise said.

are now trying to resolve vastly differing
versions of his original energy
proposals.
Peppering his speech with references
to the alleged desire of oil and gas
producers for "huge windfall profits,"
Carter noted that Congress' failure to
complete action on an energy package
had forced him to postpone his projected
world tour until "sometime after
Christmas."
Wise said she is looking at this
situation in th'e light of its long-range
effects. - .
The legislature's decision on this issue
will influence future decisions on
whether or not the University and other
non-preferred institutions will be put
into the general budget or kept aside as a
special interest, she said.
"We'll get out of this with our teeth,"
she said. But the consequences on
University students' futures in jobs may
be harmful, she said.
