He said if the bill leaves the committee, which is almost certain, it will reach the House floor. Once on the floor, the bill needs 102 votes to pass. Cluck said at present 80 votes for the bill are almost assured. He said he' is optimistic that enough un certain legislators could be swayed to help pass the bill. In order for the legislators to be swayed, Cluck said, they must be convinced their constituents favor the bill. At present, Cluck said he is the only lobbyist for the bill. If the bill makes it through the House, Cluck said, he is confident the state Senate will pass it. Right now 20 of the necessary 26 votes in the Senate are almost assured, he said. Once the bill is through both Houses, Gov. Shapp is certain to sign it, he said. One problem Cluck foresees for the bill in the House is the voting of legislators from the "Bible Belt" of the_ state, which is every county except Philadelphia, Allegheny, Bucks and Centre coun ties. He said legislators from the belt must represent the opinions of their constituents when voting on the bill. People in the belt generally have gross misconceptions about marijuana and other emotional issues, he said. However, she isn't very optimistic about the bill's chances. "In the rural areas, marijuana is a very con troversial issue," she said. Wise also said if the marijuana bill goes through, the bill to lower the drinking age probably won't even reach the House floor. However, because peoples' attitudes change slowly, criminal but not civil laws have been changed in the states in which decriminalization has passed. In about 10 or 15 years, NORML may try to eliminate civil penalties, he said. Cluck added that, realistically,, there always will be a black market for marijuana, whether it is legal, illegal or decriminalized. If the decriminalilation bill doesn't pass the House, Cluck said, there is a similar bill in the state Senate which would then become the focus of NORML's efforts.
