Democrats urge
budget approval
WASHINGTON (UPI)
Democrats Yesterday urged
the House and Senate to
approve a $413 billion federal
budget, which they said would
create a million new jobs
without increasing inflation.
Republicans said the
proposed budget would
produce substantially fewer
jobs than claimed and could
re-ignite inflation, interrupt
economic recovery and in the
long run make unemployment
Arms sale blocked
WASHINGTON (UPI) The administration's reported
plan to sell $6O million worth of missiles to Saudi Arabia ran
into stiff opposition Wednesday in the House, where 15
members mounted a move to block the deal.
Rep. Benjamin Rosenthal, D-N.Y., speaking for the group
which included one Republican, said three resolutions would
be offered calling for congressional action within 30 days to
prevent such a sale.
"This further accelerates Saudi Arabia's emergence as the
arsenal of the Arab world and is another step towards making
it a confrontation state with Israel," Rosenthal said.
"The sale is also dangerous because transfer of the arms to
other Arab states is highly likely if another Middle East war
erupts."
The Arms Export Control Act passed earlier this year givis
Congress 30 days to veto a weapons`sale through passage of a
resolution. Rosenthal said the group has no independent
knowledge of the sales plan, but he cited "recent published
reports" that the Saudis would buy 850 Sidewinder air-to-air
missiles, 650 Maverick TV-guided air-to-surface missiles and
1,000 TOW antitank missiles.

ditional individual and
business tax cuts which Ford

Under a new budget
process, fully in effect this
year for the first time,
Congress is to approve by
Sept. 15 a resolution setting
binding limits on total
spending, 'revenues and the
deficit for 1977, and spelling
out nonbinding "assump
tions" on how spending will
be divided among different
purposes.

The Humphrey-Hawkins "full
employment" bill, an issue in
the presidential campaigns,
has been extensively revised
in an effort to meet criticism
and better conform with
views of Democratic nominee
Jimmy Carter, it was learned
yesterday. .
Rep. Augustus F. Hawkins,
D-Calif., circulated the new
version Tuesday among
members of the House
Education and Labor' Com
mittee, in advance of thier
meeting yesterday to con
sider it.
The committee, which
approved an earlier version
25 to 10 on May 4, was ex- .
pected to approve the
changes. But the legislation
faces an uphill fight even to
reach the House and Senate
floors before Congress ad
journs for the year in early
October.

sponsored by Hawkins and
Sen. Hubert Humphrey, D-
Minn.
As revised, the bill would

The earlier 1 bill would have
applied the same goal to
everyone 16 and over.
Sponsors said the new goal
would be easier to reach
without 'increasing inflation
because it involves' creating
jobs for fewer-people.
The new bill merely calls
for "all reasonable efforts" to
reduce unemployment among
persons 16 to 19.
And it adds a new
goal—holding the inflation
rate below the level
prevailing on the date of
enactment.
It also would make ex
tensive changes in proposed
"last resort jobs," which
critics have . charged would
draw workers from private
industry and force up wages
in the private economy.
Under the new version,
these jobs would not begin
until two years after enact
ment, and then only if the
president told Congress that
other methods of stimulating
