Students taking Ow option will take two core courses, 'Ersenttals of Folkhoire." and "Theory and Techniques in Folklore Credits will be taken in two different cultures, and two dif ferent genres, such as Greek and Roman mythology, and \rnerican folksong Folklore Studies will also be applied to other subjects such 0, anthropology, speech, or geography. Byrd predicted yesterday that the next Congress will quickly pass standby gasoline rationing and wage 'and price control authority. At a news conference, the West Virginian also said President Ford has failed to learn the lessons of Watergate and called on him to withdraw his controversial nomination of Andrew E. Gibson to head the Federal Energy Administration. Byrd also said that Ford's proposed five per cent across-the board surtax "doesn't stand a chance" in Congress. but he said a t 'majority of the House and Senate might be persuaded to im pose a surtax on persons earning more than $25,000 or $30,000 annually. The 94th Congi - ess likely will pass some kind , of standby authority for wage and price controls even though such a system is actively opposed by organized labor, Byrd said. He said, however, that he does not believe Congress should make either gasoline rationing or wage-price controls man datory because the House and Senate are in no position to ad minister those programs.
