Democratic voters at this
Tuesday's primary can choose
between lawyer William H.
Simmet and housing inspector
Joseph M. Sousa as their par
ty's choice for the salaried.

dles arraignments, sets bail,
conducts preliminary hearings
and issues search warrants.
Simmet is the only candidate
for the position who is a
lawyer. He cited Chief Justice
Bell of t h e Pennsylvania
Supreme Court who predicted
that in the future magistrate
positions will have to be filled
by qualified lawyers. Simmet
said that for this reason he
feels he is the most qualified
candidate in the running.
Simmet has served on the
bar for 17 years and has prac
ticed privately in State College
and as an unpaid public defen
der. On many occasions, Sim
met has given free legal
assistance to students arrested

SPRING TERM 1971
When a final examination is considered to be an
integral part of a course that examination may be
given during a special final examination period at a
time and place assigned by the University Scheduling
Officer. For the Spring Term 1971. that special final
examination period will begin at 8:00 a.m. on Monday,
Tune 14, 1971, and end at 11:00 p.m. on Thursday,
June 17, 1971.
Final examinations are 110 minutes in length. Final
examinations will be set according to a predetermined
schedule. No changes in the meeting periods of final
examinations will be authorized.

justice they are getting in Cen
tre County," he said, "Students
are not really being made
aware of their rights. I
wouldn't want my kids to grow
up and have someone finger
them and have them sent to
court on just that," Simmet
added.
Regarding charges, Simmet
said that students are punished
too severely for using "soft"
drugs such as marijuana, ad
ding that he believes the law
will be changed soon. Until
then, he said, the magistrates
and courts are "going to have
to adopt a more tolerant and
realistic approach" to drug of
fenders, especially first time
users.
This philosophy, Simmet
said, applies to other kinds of
cases. In shoplifting, the law
should be enforced, but in
many instances the fines for
students are too harsh. "I
think we have to be mature in
our approach and not vin-

Simmet said he feels the
magistrate's office should be
free from pressure or collusion
with police, and this would be
so if he is elected. "The role of
the magistrate is not enforce-
ment, it is interpretation and
administration of the law," he
said.
Simmet's opponent for the
Democratic nomination, Joe
Sousa, said he feels he is ade-
quately qualified for th e
position because of hi s
background in military law.
Sousa retired from 26 years in
the U.S. Army, which he serv
ed as a military policeman,
trial and defense council and
adjudicator in courts martial
before retiring as a lieutenant
colonel. During that time he
also taught in the Army War
College.
Since coming to State Col
lege he has served as a build
ing inspector and as a deputy
fire marshal in the State Col
lege area.
Sousa said another reason he
feels well-qualified for
magistrate is that as a

Any student with two final examinations at the
same time or with three or more such examinations on
the same day of the four-day period should file a re
quest for a conflict schedule in the University Scheduling
Office, Room 110 Shields Building, between Monday,
May 17, 1971, and Friday, May 21, 1971. The fee for
filing a conflict request after 5:00 p.m. on Friday, May
21, 1971, is 510.00.
Degree Candidates
Due to the need to certify graduation requirements,
final grades for all graduating students are normally
due in the Dean's Office at least 24 hours in advance
of grades for non-graduating students. For this rea
son any graduating student with a final examination on
Thursday, June 17, 1971, should file a request for a
conflict examination.

Commenting on the drug
situation in State College,
Sousa said, "It is an un
fortunate thing, 'but it is a
symptom of the times...there is
something radically wrong
with a society where so many
young people turn to drugs."
The drug laws must be enforc
ed, he said, but added that
drug abuse is a matter of
society as well as the law must
deal with.
As a magistrate, Sousa said
he would stress equal justice
for all. "We shouldn't close our
eyes to someone with long hair
or because he doesn't have a
home." He said he sees the
position as "one of great
responsibility to townspeople
and university students."
Presently Sousa is on leave
of absence from his post as
housing inspector and fire
marshal with the Centre
Regional Council of Govern
ments.

University President John W. Oswald
asked the newly formed Advisory Corn
mittee for Veteran's Affairs yesterday, to
investigate the possibility of setting up a
pre-college course to aid poorly educated
veterans.
Speaking at the group's initial meet
ing. Oswald suggested using the "UCLA
system" as a model. The UCLA system
is basically a college preparatory course
for veterans who have not completed high
school.
At UCLA, the program achieved 89
per cent success in terms of veterans
being admitted to college after complet
ing the course.
According to committee member
Wayne D. Zwe i g (6th-counseling-
Philadelphia), the advisory committee
was set up to investigate matters of con
cern to veterans. It will then take its
recommendations back to Oswald. The
group serves in a strictly advisory
capacity.
John J. Swords, assistant to the vice
president of student affairs. said "Presi
dent Oswald showed he was interested in
assisting veterans. He mentioned several
things he would like us to look into,"
Swords reported.
Swords indicated that these concern
ed increased veteran enrollment at Penn
State, housing problems, the Program to
day of the four-day period, but without an actual con
flict in the periods of meeting of those classes, may, if
they so wish, file a request for a conflict schedule.
Such requests may be filed only during the period be
tween Monday, May 17, 1971, and Friday, May 21, 1971.
Students with three final examinations on any one
day of the four-day final examination period will he
assigned conflict schedules only in those c --- s whi:_h
it has been necessary to create such a class because of
direct conflict situations. Accordingly, certain students
may be required to attend as many as three final exami
nations on any one day.
For purposes of final examination schedules, a day
is defined as the period between 8:00 a.m. and 11:00 p.m.
The conflict final examination schedule will be pub
lished on or about June 3, 1971.

blems, Zweig said "Oswald is very much
aware of the need. He is very progressive

gross inadequacies and shortcomings in
the current G.I. bill. Not as great a num

committee to look into PAVE, the state
program to aid veterans with their
education.
"Oswald is very much interested with
the philosophy of PAVE." Zweig
asserted. "He was very much sym
pathetic to the PAVE program."
Zweig, said now that Oswald has set
up guidelines for the committee to follow,
they will meet next Wednesday night tr
discuss specific action to be taken.
Renaissance Festival will begin with
speeches and workshops on a variety of
current issues as part of Colloquy '7l.
"We have quite a full schedule this
year," according to Lichtig.
Tickets for Colloquy are still on sale.
After today students wishing to attend
the speeches, to be given in Rec Hall, will
have to buy tickets at the door.
Individual tickets will cost $1 while
package tickets. which are on sale at the
Hetzel Union Building main desk. cost $2
for passes to all four main events.
