PAGE .TWO !=r Cuba Labeled 'Threat' WASHINGTON (AP) The Senate was urged yesterday to en dorse an inter-American military alliance aimed at crushing Com munist Cuba a Soviet satellite which one Senate leader branded an ominous threat to the entire Western hemisphere. Sen. George A. Smathers, D- Fla.. proposed an organization similar to the North Atlantic Treaty Organization plus recogni tion of a Cuban government in exile in two resolutions submit ted for Senate 'approval. HE SAID THE .exile govern ment could begin - the job the Cuban refugees wish to do, which is to free Cuba from the dictator ship of Fidel Castro. - Sen. Everett M. Dirksen ofllli nois, the Republican leader, joined in the running congression al idebate over Soviet military supplies flowing into Cuba with a statement in the Congressional Record: "This is not only a threat to our people in the United States of America; it is a violation of one of our basic declarations of freedom, the Monroe Doctrine, -since it poses a threat by a for eign' sation to the whole Western hemisphere," Dirksen said.
