(I')--The United States and the Soviet Union failed to reach agreement yesterday on naming a stop-gap U.N. secretary-general despite more than two hours of intense private nego "We made no progress," Teamster Boss Firmly Rejected By AFL-CIO NEW YORK V(')—AFL-CIO chiefs voted overwhelmingly yesterday against taking back the Teamsters Union so long as James R. Huila heads it. George Meany, AFL-CIO presi- I dent, said the decision represent-' ed a firm belief by the union lead ers that Hofta was "unfit to head a trade union." Meany added that the Team sters, with 1.5-million members. the nation's largest labor group. were dominated by corrupt and criminal elements now more than at the time of their expul sion four years ago, after a series of Senate disclosures. Meany, also said applications have been received from about 100 Teamsters local trying to leave Hoffa's organization and join the AFL-CIO. He said 40 such appli cations had been received since August when a number of local defections were reported. Meanly . added there has been no effort to caculale the number of members represented in the ap plications. The Teamsters Un ion has between 800 and 900 locals. The council vote was announced officially as 25-2 to reject a move to take back the Tearntsers. S. view was understood to be that the latest developments were a backward step. Wachuku's speech reflected, growing impatience among some of the smaller nations who have been pressing both East and West to find a formula for naming an interim successor to Dag Ham marskjold. (/P) Cuba told the United Nations yesterday that the United States is organizing a new attack against Fidel Castro's government and using pressure on other Latin America governments to break with his regime. These charges topped off General Assembly by Cuban nireign Minister Raul Roa, who repeated some of the charges made Monday night by the Cuban government in Havana. Roa said he would go into de tail later when the assembly dis cusses Cuba's charges of aggres sion. This item directed against the United States is inscribed on the U.N. agenda. The Cuban foreign minister told the 100-nation assembly that Cuba is the scene of "the building of a Socialist society 90 miles from a stubborn empire determined to repress the in exorable flow of history."
