Winters, junior in journalism from Philadel phia, has been selected as the student to inaugurate the junior year abroad program recently made possible at the University. Winters will spend his junior year studying at the International Christian University in Tokyo, Japan. He will take studies 'con cordant with his present degree work. He, is holder of an Alumni Memorial Scholarship, which will continue in the amount of $4BO toward his year in Japan. He has also been designated the recipient' of a special $2OO scholarship awarded by the Class of '6l, last year's junior class, whose initiative helped institute the new program at Penn State. The program was made possible last spring when the University Senate, composed of faculty and administration representa tives, approved a change in the regulations which formerly re quired all undergraduate students to take their last 60 credits in res idence. The Senate prescribed an "on Jeave" status for which students can apply if they wish to continue degree studies in foreign univer sities during their junior year. The Class of '6l immediately established the $2OO scholarship which they offered to the first student accepted under the new program. The class financed the award hro u g h student •government funds designated for special proj ects in an effort to encourage in terested and qualified students to take -advanage .of the opportunity to study abroa. Study Three major publications have resulted from research done by University agricultural engineers on methods of measuring soil moisture. Mark D. Shaw, assistant pro fessor of agricultural engineering, has directed a program of re search designed to discover the most accurate and efficient meth ods of measuring soil moisture. The publications, written by William 0. Arble, instructor in engineering drawing, include a bibliography of methods, an an alysis of the methods and equip ment used and a final report which discusses the design and use of a moisture meter. Walker re ported that 989 students, includ ing 174 at the Commonwealth Campuses, completed the semester with averages of 3.50 or better while 125 attained perfect 4.00 averages for the semester. Also included in the 989 total were 99 freshmen and sophomores enrolled in the two-year associate degree programs. An award to be given each year to a different member of the class was recently approved and added to the University scholarship pro gram. The award carries a sti pend of $lOO to be applied to tui tion. The recipient of the scholar ship must have at least a 2.5 All- University average and be in fi nancial need. The award is lim ited to students who have not received any other University scholarship during the year. Win ners will be selected by a Senate committee. The award was set up as a class project and financed by the class advisory board through student . government funds allotted to the class for special projects. McKay Donkin, vice president for finance and treasurer of the University, reports that this is the first time an undergraduate class has established such a schol arship to help members of its own class.
