FRIDAY.t AUGUST 5, 1960 Katanga's Premier Doubts UN Arrival ELISABETHVILLE, the Congo (/P) Katanga's Premier Moise Tshombe last night raised doubts about the arrival of U.N. troops in his province but there were firm indications that the U.N. intends to move Tshombe, who declared would have to fight their way into Katanga, held a 2 1 / 2 -hour meeting with Ralph J. Bunche, trouble-shooting UN u idersecre tary. The premier later told news- . men UN soldiers may not arrive tomorrow. Then he hedged and said he would not be surprised if they come after all. Bunche declined any com ment on his talk with Tshombe, but reliable informants in Leo poldville, capital of the Congo central government, said there has been no change in UN plans to move troops into Katanga. They added that it is unlikely there will be any change. Three companies of Swedish troops in the Leopoldville area packed their gear to head the units set to come into this self declared independent province. Troops of some African nation, perhaps Morocco or Tunisia, are expected to join the force. 2nd Atomic Shelter Seminar To End Today The second of two atomic shel ter seminars winds up today at, the University. The seminars, conducted under , the Shelter Research and Study Program, directed by Gifford H. Albright and Allen F. Dill, as-1 sistant professors of architectural engineering. were the first of their kind to be held in the coun-: try. The first dealt with archilec-i tural and engineering planning of atomic shelters and the second! with structural engineering and radiation shielding. Tile unique seminars drew pro--; fessional men from government' ; agencies, educational institutions; and private industry for various: reasons. Major Richard J. Steinborn, 2S-• sistant professor of civil engineer-i ing at the U.S. Military Academy,: attended for "academic interests."; Ile said, "Much more work has been .done on the atomic shelter program than any of us thought before. It is good to know there' Be proud of your good taste .. Every time you set your table your good taste is on display—and TOWLE says the right things about you. Wednesday that U.N. forces Tshombe held an impromptu news conference after meeting with Bunche and said he wants the whole question of Katanga put before the UN Security Coun cil. He said he was under the impression UN troops would not arrive to take up guard duties tomorrow as planned, but he added that Bunche had given him no assurances. Bunche was sent here to work out a face-saving compromise that would allow UN troops into Katanga. Tshombe was somewhat vague on the matter and said he had put it aside from consideration at the moment. He added he would not be shocked if the UN forces do arrive, although he plans to oppose the troops and has already begun drafting men to fight them if necessary. At University is a wealth of material available.", Irwin W. Fritz. structural engi-; neer with a private Florida corp oration, said, "We are a prime tar-' get with Canaveral. Our firm is preparing to go into the design of atomic shelters should we get the call for them." Frank H. Chick, regional engi-, neer for the Office of Civil De-! fense Mobilization in Everett,' Wash., said his agency has con- H structed proto-type fallout shel-,' ters in each state as examples and: distributes pamphlets with de tailed plans on constructing fam-' ily shelters in the home. OCDM's regional headquarters. are designing underground oper ational centers for emergency use,', he said. The purpose of the seminars at the University were summed up by Chick's observation, "They tie together all the information and research done in this field for practical use by the engineer and the architect." TOWLE STERLING znor Coley*. P. THE DAILY COLLEGIAN, STATE COLLEGE, PENNSYLVANIA Rocket Plane Scores Fastest Manned Flight EDWARDS AIR FORCE BASE, Calif. (fri'j—The Xl5 rocket plane, its pilot crying "Go! Go!" zoomed high over the California desert yesterday on the fastest manned flight of record-2,150 m.p.h. Husky, curly-haired Joe Walker may even have gone a trifle fast er. The National Aeronautics and Space Administration said it ex pects instrument checks to up grade the mark. Walker went all out in the Xl5 for 4 minutes and 15 seconds. He hit maximum speed at 66,000 feet, just as his fuel supply gave out, then coasted to 78,000 before com ing down for a 200 m.p.h. land ing on the sun-baked mud of Ro gers Dry Lake. Walker's flight was no inten tional try at record breaking. It was simply a maximum-perform ance test of the craft's twin rock et engines. Other Xlss, with rocket engines three times more powerful, are expected later this year to fly ; 4.000 m.p.h. to altitudes of 50 to 100 miles. Normally shy, he was exurbcr; ant with the exhilaration of his feat. But he admitted "pregame jitters" before takeoff. This was his fourth Xl5 flight. His wife and • three sons watched from their home on the base as he flew at more than thre times the speed, of sound, almost 14 miles high.
