Court Says Homes
May Be Inspected
WASHINGTON (AP)—The Supreme Court ruled 5-4 yes
terday that a health inspector may search your home without
a warrant.
The dissenters said the decision "greatly dilutes the right
of privacy which every homeowner had the right -to believe
was part of our American heritage."

WASHINGTON (Al Harry S.
Truman won't visit the White
House he once occupied--even to
meet his old friend Sir Winston
Churchill.
The White House disclosed yes
terday that Truman, who has not
been on friendly terms with Pres
ident Eisenhower since the 1952
campaign, sent his regrets when
invited to attend a stag dinner
Wednesday night in honor of the
former British prime minister.
Truman confirmed the story.
"I'm sorry—l was already tied
up," the ex-president told news
men, with a somewhat tongue-in
cheek .air.
Asked if he meant that he
couldn't go, or just didn't want to
go, Truman replied laughingly:
"I said I couldn't go. You .can
put any interpretation that you
like on that that you want to—as
you always do."
Truman, in Washington , to
make some speeches and see old
friends, talked with reporters af
ter testifying before a Senate
subcommittee in favor, of repeal
ing the constitutional amendment
that limits a president to two
terms. ,
The 22nd amendment, which
imposes the two-term limit, was
adopted while Truman was in of
fice and did not apply to him,

Justice Frankfurter, author of

[the need for maintaining basic
minimum standards of commun

. to treat a specific problem
is of indispensable importance
to the maintenance of health,"
he said.
The power to inspect private
dwellings, Frankfurter said,
would be greatly hobbled by a
blanket reqUirement of the safe
guards necessary for a search for
evidence of criminal acts.
The case which resulted in up
holding the right of a health in
spector to search a private home
without a warrant originated in
Baltimore.
Aaron D. Frank, a Baltimore
resident, was fined $2O for re
fusing to admit a health in
spector who had no sear c h
warrant.
The inspector asked to be ad
mitted after a neighbor com
plained of rats in the-area.
Missile May 'Hold. Ape
MIAMI BEACH, Fla. (FP) A
live-animal,'probably an ape, will
be fired into space ,in the nose
cone of a Jupiter missile within
the next 60 days, the chief of the
Army's space program said yes
terday.
Maj. Gen. John B. Medaris,
commander of the Army Ordnance
Missile Command, revealed the
coming venture at a press con
ference. He didn't say what type
of animal would be launched but
indicated that a monkey would be
the best guess.

1959 Pulitzer
Fiction Prize
NEW YORK (W)—The 1959
Pulitzer Prize for fiction was
awarded yesterday to "The Trav
els of Jaimie McPheeters," by
Robert Lewis Taylor.
The drama award went to
"J. B." by Archibald MacLeish.
The gold medal for meritorious
public service in journalism was
awarded to the Utica (N.Y.) Ob
server-Dispatch and Utica Daily
Press for their campaign against
local vice, gambling and corrup
tion.
The inter national reporting
prize went to Joseph Martin and
Philip Santora of the New York
Daily News, for their account cf
the downfall of the Batista re
gime in Cuba.
The other journalism awards
were:

News, for his account of the
cleanup of a Florida migrant la
bor camp.

to assert that the Dalai Lama, the
Tibetans' 2;l-year -old god-king, is
in India under duress and that the
rebellion has been directed from
Indian soil.
