Section 2 Any constitution or legislation of an organization under the jurisdiction of SGA shall be null and void insofar as it is incon sistent with this constitution, the By-Laws of SGA, or acts of the Assembly. Section 3. Any member of the faculty, ad ministration, or student body may attend and present to the Assem bly matters which concern stu dent welfare. Section 4. All meetings of SGA shall be open to the general student body, faculty, and administration. Section 5. a. Following action on any legis lation by the Assembly a referen dum vote shall be required after a petition to this effect signed by at least 3 G."o of the student body has been received by the President of SGA.- b. This referendum shall be held within four scholastic weeks after the receipt of the petition. c. The referendum shall be binding on SGA, providing 20'; , of the student body has voted, except if overridden by a three fourths vote of the constitutional membership of the Assembly. Section 6. a. A petition signed by 3% of the student body shall place legis lation on the floor of the Assem bly, b. The Assembly shall act upon such legislation within four schol astic weeks of the receipt of the petition by the President of SGA. ARTICLE VIII—FINANCES Section 1. The Secretary-Treasurer of SGA shall with the advice of the Cab inet prepare a budget annually. The budget shall be subject to the approval of the Assembly. Section 2. The office of the Associated Student Activities under the di rection of the Manager of the Associated Student Activities shall be custodian of all funds under the control of SGA. Section 3. The Manager of Associated Stu dent Activities must be consulted before agreements are made in volving expenditures of SGA funds, No expenditures exceed ing $2OO and not included in the budget shall be made until it has been approved by the Assem bly. Expenditures under $2OO may be made with the approval of the President of SGA, Secre tary-Treasurer of SGA, and the manager of ASA Section 4 The accounts and records of the Secretary-Treasurer for each fiscal year, ending June 30, shall be audited by the University Auditing Denariment. Section 5 Th e Secretary-Treasurer of SGA shall be bonded to the ex tent of $5OOO by a surety com pany. ARTICLE IX—ADVISORS The advisors of SGA will be the Dean of Men, the Dean of Women, the Manager of Associ ated Student Activities, and the Executive Secretary of the Alum ni Association. ARTICLE X—AUTHORITY The procedure at all SGA meet ings shall be governed by Robert's Rules of Order Revised insofar as they are consistent with this constitution and its By-Laws, ARTICLE XI—AMENDMENT Section 1. This constitution may be amend ed by a two-thirds vote of the constitutional membership of the Assembly after the amendment has been read and approved by a 'majority vote at two previous meetings. Section 2. Any amendment to this consti tution may be placed before the student body in a referendum as provided for in Article VII, Sec tion 5. ARTICLE XII IMPLEMENTATION Section 1.. a) The Assembly for the spring semester 1959 shall consist of twenty members. _b) 1. Each political party may nominate six Juniors for the Sen ior Seats with the nine receiving the highest number of votes sit ting in the Assembly. 2. Are we to interpret it as meaning 'Thou shalt not kill except on the grand scale,' or 'Thou shalt not kill except when the national leaders say to do so?' "I am an American, deeply interested in the welfare of my fellow Americans, of our great Nation. But I am first of all a human being. I believe in MORALITY. Even if it were possible (which it is not) to purchase security for the United States of America by killing all of the hundreds of millions of people behind the Iron Curtain without doing any harm to anyone else, I would not be willing that It be done. "I believe that there is a greater power in the world than the evil power of military force, of nuclear bombs— there is the power of GOOD, of MORALITY, of HUMAN- ITARIANISM. "I believe in the power of the human spirit. I should like to see our great Nation, the United States of America, take the lead in the fight for good, for peace, against the evil of war. "During the past hundred years there have been astounding developments in science and technology, de velopments that have completely changed the nature of the world hi which we live. So far as I can see, the nature of diplomcay, of the conduct of international affairs, has changed very little.
