He said this country should break up its proposals and negotiate first for a two-year ban on nuclear weapu tests. Humphrey, chai-Lnan of the Senate Disarmament subcommit tee, said no nation, least of all the Soviet Union, would be willing to accept the U.S. disarmament package "all at one time." . And he questioned whether the United States itself would agree to its own package "if the Soviet Union were to surprise us by ac cepting the proposal." Backs Law On Presidential Disability WASHINGTON, Feb. 4 (iP)—House Speaker Sam Ray burn gave a mighty push today to a proposed law permitting a vice president to temporarily replace a disabled U.S. presi dent. This plan would give Congress leaders a voice in the matter. A little later, however, Atty. Gen. William B. Rogers said he would recommend a pres idential veto for any such legis lation. Rogers told a news conference the power to decide when a president is unable to function is a matter for the executive branch of the goverrunent, and cannot be transferred by law to anyone outside that branch. He said anything Congress could do about it would have to be via the constitutional amend ment route. Rogers said he had not heard of Rayburn's statement earlier to day. In that statement the speaker for the first time publicly threw his support to an arrangement to set up a sort of disability commis sion. Rayburn lined up with those who say all that would be need ed would be for Congress to pass a law. President Eisen hower suggested last year that the amendment process be fol lowed.
