Ike Attack

Republican senators linked hands
today in a united assault on Sett.
Wayne Morse (D.-Ore.) for say
ing that President Dwight D. Ei
senhower and Dave Beck are "the
same kind of immoralists."
But Morse fought back, repeat
ing the charge on the Senate
floor: "In my book the President
of the United States is guilty of
political immorality."
Morse challenged the Republi
cans to offer a resolution to cen
sure him. No one took the dare.
"Shocking," "very offensive,"
"unfair," "character assassina
tion," "bad taste"—these were
some of the verbal shells the GOP
fired in a demonstration of solid
arity. .
Compares Ike
The sharp-tongued Morse, who
used to be a Republican himself,
compared Eisenhower to .Presi
dent Beck of the Teamsters Union
in a speech at Detroit last Satur
day night.
Morse today accused the admin
istration of doing big financial
favors for power companies, and
said it was .guilty of "shocking
betrayal" of the interest of future
generations in water resources.
Hits Talbott
Hitting at the administration on
-other scores, he said that when
Harold E. Talbott resigned as sec
retary of the Air Force he was
given "a high medal."
"They _ should have given him
a chisel," Morse said. "He was a
chiseler."
The counter offensive against
Morse was planned by Sen. Styles
Bridges of New Hampshire, who
is chairman of the Senate Repub
lican Policy Committee and who
from time to time has differed
with Eisenhower.
AFL-CIO Code
Aimed at Graft
WASHINGTON, May 22 (JP)—
The AFL-CIO today adopted a
code that President George Meany
said
. would have very definitely
prevented such misuse of labor
funds as is charged to Teamsters
boss Dave Beck.
'The code contains a set of ac
counting principles calling for
regular audits. It bars union loans
to union officers for their personal
profit or to firms with which a
union has labor contract dealings.
Meany said the code, adopted
unanimously by the AFL-CIO Ex
ecutive Council, was being recom
mended for adoption by all the
federation's 140 unions. He said
many already have broad finan
cial safeguards, but others will
have to amend their constitutions
to adopt necessary changes.
The code was prepared by the
federation's Ethical Practices
Committee with the help of union
secretary-treasurers and five pri
vate accounting firms.
