Leader's budget for the biennium 1957 to '59 is ex pected to be completed within ten days, Dr. John li. Ferguson, sec retary of administration, told the Associated Press yesterday. When the Governor presents it to the Legislature after New Year's Day the University's bud get request for the next two years will be revealed. President Eric A. Walker has declined to say what the University's budget re quest will be but it is believed the University is seeking more than $3O million. Dr. Ferguson, a former profes sor of political science at the Uni versity, said the State burget will list specific expenditures with de tailed breakdowns for the first time. Capitol Hill observers estimate that it will be in the neighborhood of $2 billion. The Governor has promised to submit the budget early in the legislative session beginning New Year's Day. The only figure in the Univers ity budget request the President has revealed is S10(1,004) to be used for research in the humanities. The University requested 194,000 in 1954. It was granted by the Legislature after months of delay when the Genera! Assembly became bogged down in a dis agreement over a tax program. Increases for teachers' salaries received chief consideration by President Walker when he drew up the budget request for the coming biennium, he said. To raise teachers salaries one per cent, the President has said, would take an additional appro priation of "one third of a million dollars." Wilder to Read Dickens' Work The University Christian As sociation. the Belles Lettres Club., and the Speech Department will sponsor a reading of Dickens' "A Christmas Carol" by Jon Barry Wilder, a third semester speech and theatre arts major at 7:45 p.m. tomorrow in the Memorial Lounge of the Helen Eakin Eisenhower Chapel. The reading is open to the public. Wilder is known for his charac terizations as the character Face in Jonson's play "The Alchemist," the title role in Chekhov's "Uncle, Vanya," and the duo reading of "Amphitryon 38" and "Aria da Capo," which he presented for the Intercollegiate Reading Festival group. - This fail Wilder was co-director of the Thespian show "Hat in the Ring." Public May Obtain Athletic Tickets A block of 300 tickets will be made available to the general public for indoor winter athletic events. The tickets will be placed on sale an hour and a half prior to each home event at the main ticket windows. This block of tickets, athletic officials pointed out, will be made available as a gesture of good-will to the general public. For single events, the tickets are priced at one dollar each. The directive was recommended by the 8-man-committee created by President Eric A. Walker to investigate the poison ing of 175,000 trout two weeks ago in Spring Creek. .The directive forbids the dump ing of "chemicals, oils, toxics, or unknowns" into University drains without supervisory approval. President Walker signed it and it went into effect immediately Recommends Directive The directive was the first rec ommendation by the President's special committee, which is seek ing measures to prevent further dumpings of toxic substances such as the sodium cyanide solution which caused the fish killings. The committee met yesterday and discussed measures for in doctrinating new personnel, meth ods for controlling dumping pro cedures of waste chemicals, and a system for obtaining consulta tion service on dumping prob lems. The committee aLso discussed the posting of additional warn ing signs in laboratories, and an inventory review of chemicals. More Meetings Scheduled The committee will hold further meetings to review the effective ness of safety measures now in use and consider other ways and means of increasing the effective ness of the dumping program. R. Rupert Kountz, professor of sanitary engineering, was named technical consultant to the com mittee. He will approve the dump ing of waste products when any department head is not certain that the dumping is safe. Other members of the commit tee are Dean Ossian R. MacKen zie, special assistant to the Presi dent; A. H. Hoitzinger, director of the chemistry laboratories; Frank F. Morris, director of the Depart ment of Personnel Services; Har old J. Read, professor of physical metallurgy; Donald V. Josephson, head of the dairy science depart ment; Arthur T. Thompson, assis tant director• of the Ordnance Re search Laboratory; and Walter H.
