Says Red's Can Compete The guided missile reference came as Khrushchev tried to il lustrate that the Soviet Union is geared to compete on any level with the Allied West. He spoke extemporaneously and in Russian through an interpreter. "The point I want to make is that restrictions of trade do not prevent us in any way from mak ing advances in armament," he told the civic leaders in the heart of Britain's industrial belt. Estes Kefauver (D.-Tenn.) avoid ing any outward attempt to gain a write-in vote in the state. No Statewide. Battles With no battles for statewide offices to speak of and the na tional convention delegations due to start the nomination balloting unpledged, the GOP and Demo cratic leaders concentrated on the presidential preference race. Each side hoped to rack up an impres sive showing. But voters cannot cross party lines in a Pennsylvania primary and Republicans have a 450,000 edge over Democrats in registra tion. 50 Per Cent Turnout Expected Some strategists looked for well under a 50 per cent voter turnout. In the 1952 presidential elec tion Eisenhower carried Pennsyl vania by a 269,520 margin over Stevenson-2,415,789 to 2,149,269. In the 1952 primary, Eisenhower polled 863,785 Republican votes and received 28,660 Democratic write-in votes. He ran better than 7-1 ahead of his two strongest nomination opponents, Harold E. Stassen and Sen. Robert A. Taft. Dulles Calls for NATO Change From Military NEW YORK, April 23 UP)— Secretary of State John Foster Dulles said today the time has come to develop the North Atlan tic Treaty Organization into something more than a purely military instrument. He did not pinpoint his ideas beyond mention of "more inde pendence . . . more economic de velopment . . . more sense of equality and human brotherhood." "Our new task is to build more on hope and less on fear," Dulles told the annual luncheon of The Associated Press, worldwide co operative organization to gather and distribute news. Expert Cites Inaccuracy Of Rocket MUNICH, Germany, April 23 (. I P)—A top guided missile expert said today that despite feverish activity in worldwide research, it is unlikely a high-powered inter continental rocket can be made accurate enough for "guaranteed" push button warfare. Claims Chances for Error Not that there won't be mon strous, death-dealing transocean rockets, said Dr. Theodore von Karman of Paris. It's just that there are too many chances for error to build a rocket that could be guaranteed to land plunk in the middle of a target. Von Karman gave his views in an interview during the world's first international conference on guided missile development. It is being held under the auspices of the North Atlantic Treaty Organ ization. Rocket Inaccurate Actually, Von Karman said, the celebrated German V 2 rocket of World War II wasn't very accu rate. "It smashed a lot of houses in London, which was uncomfortable for the residents," he said, "but it was no great military accom plishment." The new party is certain to be included in Adenauer's present pro-Western coalition, made up of his Christian Democratic Union (CDU) and the German party (DP).
