Russia OK's Agreement
To Return Furnish Base
MOSCOW, Sept. 19 (4 s ) —In a burst of diplomatic speed,
the Soviet Union signed agreements with Finland today re
storing the Porkkala military and naval base to Finland and
extending their friendship treaty for 20 years.
Negotiators in the Kremlin also finished drafting a new
treaty with East Germany—hailed as granting “real sover
eignty”—which is to be signed to
morrow.
The Russians promise to with
draw their forces from the Pork
kaia base within three months of
ratification o$ the agreement and
the 20-year extension of the
friendship and cooperation trea
ty will begin as soon as ratifica
tions are exchanged. The. origi
nal friendship treaty, signed in
April, 1948, would have expired
in 1958.
With completion of the Fin
nish-Soviet agreements, the Rus
sians have been calling for Amer
ican troops to quit their Euro
pean bases. Marshal Georgi K.
Zhukov, Soviet defense minister,
made the suggestion to Western
correspondents at a reception in
the Finnish Embassy and the
Communist party newspaper said
it would help reduce internation
al tensions.
American sources at the United
Nations pointed out that the So
viet withdrawal from Porkkala
would move Russian forces only
30 miles across the Gulf of Fin
land. American withdrawal from
Europe would roll back U.S.
forces about 3,000 miles. First
Western European reaction came
from Paris, where the French
Foreign Ministry commented that
it could see no comparison in
the stationing of Soviet forces at
Porkkala and the U.S. forces in
Europe.
Rebellion Fells
Peron Regime
BUENOS AIRES, Sept. 19 (4*) —
Juan D. Peron, dictator for 10
years, fell tonight and there was
joy in Argentina.
Peron’s strong-arm regime fell
apart in the face of a rebellion by
army and navy forces who revolt
ed last Friday.
A three-man junta of generals
named to negotiate peace with the
rebels, took over with an an
nouncement that all superior au
thority of Argentina had resigned.
This meant the Peron Cabinet had
fallen with him. The war minister,
Maj. Gen. Franklin Lucero, who
brought Peron through the June
16 revolution, announced his own
resignation.
The United States imports
about 35Vs million pounds of
black pepper a year.

Red China in UN Seen Doubtful
UNITED NATIONS, N.Y., Sept 19 delegates
expressed full confidence today they have enough votes to beat
down an expected Russian attempt to seat Red China tomorrow at
the start of the 10th U.& Assembly.
Diplomatic sources said Soviet Foreign Minister V. M. Molotov
or some high delegate advocating the admission of Red China
likely will make a motion to give China’s seat to Peiping.
Lodge is prepared to propose that the Assembly not consider
any resolution to seat Red China or unseat the Chinese Nationalists
this year.
Mansfield Wants Farm Proposals Unveiled
WASHINGTON, Sept. 19 (#)—Sen. Michael Mansfield (D-Mont)
today challenged Secretary of Agriculture Benson to unveil his
“very specific” new farm proposals immediately and ask the Senate
and House Agriculture Committees to start hearings.
Benson said yesterday that administration farm proposals, to
be submitted next year, are now in the discussions stage.
Allied Diplomats Discuss Cold War Finish
WASHINGTON, Sept. 1 (JP) —Allied Western diplomats met
today to try to decide what concessions they will offer—and demand
from the other side—in the interests of ending the cold war with
Russia.
Twenty “working level” experts from the United States, Great
Britain, France and West Germany participated in the opening
conference at the State Department.
