TUESDAY, MARCH IS. 1955 Johnson Hits On Proposed WASHINGTON, March 14 (Jf) —Senate Democratic Leader Lyn don Johnaon of Texas locked horns with Secretary of the Treasury Humphrey over propoeed income tax cuts today, declaring Congress Will decide what to do without Humphrey’s help. "It looks to me like Mr. Humphrey is trying to be the best big business secretary Of the Treasury since Andrew Mellon,” Johnson rapped, out at an inforihal news conference. He we* obviously angry with Humphrey for calling the Demo* erollo tax reduction plan a "pol itical quickie gimmick.” The Senate resumed debate on two tax reduction proposals to day and may reach a showdown vote tomorrow. Senate Republi can Leader Knowland of Califor nia predicts the proposals will be defeated. Johnson said “Congress has the responsibilty of passing the tax bill in the form it thinks such a bill ought to be. Zt Is not going to pay any attention to press releases from the public information divi sion of the Treasury." Last night Humphrey issued a statement saying the Democratic plan "works against the making of new and better jobs." He also contended it was misleading to argue that it was in the interests of the "little folks." The Treasury chief was a Cleve land industrialist before Joining President Eisenhower's Cabinet. The late Andrew Mellon, to whom he was likened by Johnson, was a Pittsburgh banker industrialist who was secretary of the Treas ury under Presidents ‘ Harding,’ Coolidge and Hoover. "The Democratic proposal will mean a reduction in benefits for the dividend boys of 1% billion dollars," Johnson Bald. 'We are going to take that and give it to' everybody."
