Political Structure
Headed by Cabinet
Penn State has an active student government, a student government in which the stu
dents have ample opportunity to express their views and then help put them into practice.
At the top of the organizations within the student government set up at the University
is All-University Cabinet, whose 24 members represent the heads of other student govern
ment associations. At their meetings, cabinet members discuss problems pertaining to the
entire University and try to find
solutions that will be best for
the University as a whole.
Each student has a chance to
take part in student government
through the student council of his
particular college. These councils
are elected by the students in
that college only, and devote their
time to discussing problems rele
vant to their college and adopt
ing projects to help the students
they directly represent.
The nine student council presi
dents, in addition to having seats
on cabinet, comprise the Inter
college Council Board, and meet
to discuss problems.
The college council presidents
form a sort of chain of command
in the student government sys
tem, for when an issue is dis
cussed at cabinet, the president
often brings the problem back to'
his council to get its opinion be
fore he casts his vote at cabinet.
The Interfratemity Council and
Panhellenic Council are the gov
erning bodies of the campus
“Greeks.” These two councils per
form such functions as setting up
the rushing schedules and proced
ures for fraternities and sorori
ties, and discuss problems such
as housing, fraternity dating,
housemothers, and Greek-com
munity projects.
Panhel and IFC are composed
of representatives of each soror
ity and fraternity on campus.
Every independent woman is a
member of Leonides, and each
dormitory unit elects representa
tives to serve on the Leonides
Board. The Leonides president is
elected in the spring of each year
to serve for the following one.
The Association of Independent
Men looks after the welfare of
men independents. Its basic
structure too is the dormitory
unit, and it is headed by a presi
dent and a Board of Governors.
Each dormitory comprises one
unit, and some of the larger ones,
like Hamilton and McKee halls
are subdivided into several units.
The men elected in these areas
serve on one of 1 the councils—

addition, the town men vote to
elect a Town Council.
The representatives of the coun
cil make up the Board of Gover
nors. In addition, AIM sponsors a
Board of Review to consider dis
ciplinary problems relating to in
dependent men.
The Women’s Student Govern
ment Association has three basic
units: Freshman Council, com
posed of dormitory unit presi
dents from the freshman dorms;
House of Representatives, the up
perclass dormitory presidents; and

Senate, composed of the class sen
ators and WSGA officers. WSGA
then directs and regulates the ac
tivities of the women students on
campus and, through the presi
dent, has a voice in all-University
affairs on Cabinet.
Each student at the University
is represented in student govern
ment in several ways. The All-
University officers who direct
cabinet are elected by all student
elections in the spring. Independ
ent students have Leonides or
AIM as their voice, and each
fraternity man or sorority wom
an can express views through
IFC or Panhel. Academic inter
ests are stressed through the nine
college councils. And, finally, the
Penn State coed gets her say via
the WSGA.
In additioiv to having so many
avenues open for student govern
ment participation, each class has
its own student government set
up. Freshmen and sophomores
elect class officers in the fall and
junior and senior officers are
elected in the spring.

Cheerleaders
Plan Pep Rally
For Freshmen
Freshmen will get a sneak pre
view of this year’s' cheerleading
squad at the annual pep rally for
frosh this week in Schwab Aud
itorium.
The 15-man squad will lead
freshmen in preparation for cus
toms enforcement and the first
home football game October 9.
Bruce Coble, head cheerleader,
will explain, among others, two
new cheers from last year, the
“Blue and White” and “Victory.”
Tryouts for cheerleaders are
held only in the spring and only
freshmen are eligible for the
squad. Last spring three men and
three women were chosen after
three-week tryouts.
The squad cheers at all home
games. Women are not allowed to
cheer at away games, so only the
men cheerleaders perform at the
Pittsburgh and Pennsylvania con
tests. The head cheerleaders alone
goes on other away games.
Pep rallies wil be held before
each game this year. Coble said.

The Nittany Lion is also a mem
ber of the cheerleading squad.
Frothy, the other character ca
vorting at the football games is
not part of the squad. Frothy
without his red and yellow suit
is Philip Lang, fifth semester stu
dent.
Coble said he was considering
using a flash card system during
football games. The system was
tried two years ago with “fair
success”, Coble said. Flash cards
are used in other colleges, notably
the University of California and
UCLA.
