WASHINGTON, April 8 (W)—Senate Republican leader Know
land put Britain and France on notice - today that Congress might
hold up foreign aid appropriations to spur them into acting on Amer
ica's call for Allied unity against Asiatic communism._ •
Knowland spoke out shortly before the State Department an
nounced that Secretary Dulles may fly to London and Paris for ur
gent consultations on the Indo
china crisis.
The California senator cited
evidence that Britain and France
were in no hurry to respond to
Dulles' overtures for a 10-nation
coalition to bolster the anti-Red
fight in Southeast Asia.
If America's' allies "want to
take 'a new' reading" based on
what happens at the forthcoming
Geneva conference with the Com
munists, Knowland told newsmen,
then CongreSs might take a new
reading of its own.
- He put it this way:
"Since some of the nations with
which we are ' associated have
been suggesting, they wait until
after Geneva before deciding how
to respond to Secretary Dulles' in
quiries regarding their willingness
to join iri collective action should
there, be f u r t her aggression in
Southeast Asia, I f ind growing
sentiment in Congress that per
haps it should delay until after
Geneva b e f ore determining its
final policy , regarding appropria
tions in support of those NATO
c o ujn tries— particularly those
dragging their feet insofar • as
EDC is concerned."
Britain, Fiance
Balk at Action
Urged by U.S.
LONDON, April 8 (iP)—Britain
and France balked tonight at im
mediate "united action" to head
off Communist domination of In
dochina. U.S. Secretary of State
John Foster Dulles was reported
ready to fly to Europe, to urge
action without -delay.
A State Department spokesman
said in Washington that the trip
was being considered but that the
"decision had not been made.
Reports here were that Dulles
would visit London and Paris
next week for. talks with British
Foreign Secretary Anthony Eden
and. France's Foreign Minister
Georges Bidault.
The talks would precede the
Geneva conference on Far East
problems, chiefly Korea and Indo
china, scheduled for April 26.
Dulles - had previously planned to
fly to Paris about April 22 for
NATO talks, then go on to Ge
neva.
Official sources said the Church
ill government has asked Wash
ington to go slow on its program
for a "hands off" warning to Red
China and a new anti-CommuniSt
front of 10 nations in Southeast
Asia.
The British have not turned
down the proposals. They have
simply, asked for more time to
talk them over.
Both the British and the French
have expressed fear in diplomatic
exchanges, that hasty action now
may hurt chances of reaching
some agreement with Red China
and Russia at the Geneva confab.

Kyodo' News Agency,today quot
ed a Japanese scientist as saying
Russia, was reported producing a
"nitrogen" bomb so dangerous
that 30 of them set off at once
would annihilate the entire hu
man race.
- The statement was attributed
to Dr. Tsunesaburo Asada, profes
sor of science at Osaka University.

HANOI, Indochina, April 8 (P)
—French Union guns sniashed
fresh Vietminh entrenchments
around embattled Dienrßien Phu
today as the , French fought to
keep encircling rebels from try
ing another death blocir before
the rains come.
The French poured grenades
and tank .gun shells on the wind
ing trenches as word went out
that„ the Vietminh commander,
Gen. Vo Nguyen Giap, was mov
ing: up his forces for another at
tempt to break through to the
bastion's vital core.
But, desp it e the withering
French gunfire and savage ground
attacks by the bastion's defend
efs, the rebels stubbornly dug new
fox holes and trenches within 600
yards of the barbed wire barriers
guarding the heart of Dien Bien
Phu.
New Radar Fence
Setllp in Arctic
WASHINGTON, April 8 (W)—
The United States and Canada are
setting up a new radar warning
fence along the tundra and ice of
the arctic perimeter in an effort
to give the big cities to the south
at least a six-hour notice of ap
proaching enemy warplanes.
The new, northernmost chain of
radar sets to detect enemy planes
and guide friendly planes to in
terception of an- enemy force, is
part of an intensified effort to
tighten the guard against hydro
gen or atomic attack across the
North Pole,

WASHINGTON, April 8 (A")--A
new Army-Navy-Air Force secur
ity program aimed at keeping the
armed forces free of subversives
and other security risks was an
nounced by Secretary of Defense
Wilson today.
Wilson told • the Senate Armed
Services Committee the new di
rective will provide uniform stan
dards for all the services and
"speed up our procedures for get
ting such individuals out of the
service and for keeping them out."
One controversialfeature:
"Known Communists will not be
inducted into the armed services."
That means, in effect, automatic
draft exemptions for young Com
munists who otherwise would be
subject to military service.
