WASHINGTON, March 3 (W)—
President Dwight D. Eisenhower
spoke out against "disregard of
fair play" today in words aimed
unmistakably at Sen. Joseph R.
McCarthy (R-Wis.).
And in upholding the military
services as "completely loyal,"
Eisenhower paid specific tribute
to Gen. Ralph W. Zwicker, the
be-medalled war hero McCarthy
accused of being unfit to com
mand.
McCarthy bounced back •on his
own an hour later.
"If a stupid, arrogant or witless
man in a position of power ap
pears before our committee and is
found aiding the Communist par
ty." the senator said, "he will be
exposed. The fact that he might
be a general places him in no spe
cial -class as far as I am con
cerned "
The senator had questioned the
general secretly about the promo-'
tion and honorable discharge of
Maj. Irving Peress, an Army den
tist who refused to say whether
he had Communist connections.
Eisenhower said in an 800 word
prepared statement that "the De
partment of the Army made ser
ious errors in handling the Peress
case." Procedures are oeing cor
rected, Eisenhower said, to avoid
such mistakes in the future.
Eisenhower didn't mention Mc-
Carthy by name in his statement
or anywhere in the news confer
ence that brought out a- record
256 newsmen.

Reed (R-NY) who sponsored the
move, said the tax cuts would
spur consumer buying and thus
give a boost ,to the national econ
omy, now in a slight dip.
The Reed bill also would ex
tend indefinitely the present ex
cise or sales taxes on liquor, to
bacco, automobiles, gasoline,
trucks and buses, and beer and
wine.
House leaders said the measure
would be brought up for formal
House action early next week.
The Reed bill would level off
at 10 per cent all excise or sales
taxes now above that figure, ex
cept for liquor and tobacco.
The present 25 per cent rate on
long-distance telephone calls, and
the 20 per cent excise tax on ad
missions to movies, sports events,
night clubs, concerts and other
entertainments were among the
items to be cut to the 10 per cent
figure.
In its voting, the committee de
feated scores of motions by Demo
crats for more and bigger excise
cuts.

Earth Satellites Search
ALBUQUERQUE, March 3 VP)
—The armed forces are sponsor
ing a sky-sweeping search for tiny
earth moons which might serve
man as stepping stones to the
stars.
Clyde Tombaugh, the man who
discovered the planet Pluto, said
the only way to trace these satel
lites is with cameras moving at
the same speed as the satellite,
and in the same direction. The
satellite would then show up as
a dot against a background of
star streaks.

Eisenhower
Calls Persons
'Unsuitable'
WASHINGTON, March 3 (PP)—
President Dwight D. Eisenhower
said today the persons removed
from the federal payroll under
his security program were bad
risks an.d that's all—lie never had
called them subversives.
Eisenhower suggested it might
be worthwhile to explore the idea,
advanced by a reporter, of calling
people "unsuitable" rather than
"security risks" in cases where
no disloyalty is involved.
Eisenhower opened the news
conference with a few words
about Monday's shooting of five
congressmen by Puerto Rican fa
natics.
- A reporter asked Eisenhower
about the idea of setting up
special labor camps for alleged
subversives in the armed forces—
something the reporter said Mc-
Carthy had proposed. The Presi
dent said he didn't want to com
ment, having never heard of the
suggestion. Besides, he said, the
Army is giving the subject re
newed attention and will be com
ing up with a plan of its own.
