U.S. Considering
China Recognition

WASHINGTON, Nov. 9. (iP)— Secretary of State Dulles Hinted
today the United States might -consider recognizing Communist
China if its Red rulers changed their anti-Western policies and
stopped supporting aggression in Indochina and' elsewhere.
He assailed Russia’s leaders for demanding that the free world
“unconditionally surrender their
protective principles and practices
of security”' as a precondition, to
any East-West pold war confer-'
ence.- -
Demands Not Acceptable
These Russian demands, laid
down in--a note last Tuesday,
Dulles said, are -“not acceptable
as far as the United States is con
cerned.”
“The demands made on the
United States,” he added, “par
ticularly those which are stated
as preconditions to any meeting,
are coached in language J . that
bears little'- resemblance to that
normally employed as between
nations which are at peace.”
Dulles spoke out at a news con
ference about the Russian and
Communist China problems. His
remarks about possible eventual I
diplomatic, recognition if the Pei-!
ping regime constituted the first!
time any Eisenhower administra-;
tion spokesman has even hinted
that such a move might be con
sidered.
Eisenhower Not Opposed
In answering questions, Dulles
said specifically the Eisenhower
administration has never said it
would be forever opposed to rec
ognizing a Communist govern
ment in China.
The secretary said the adminis
tration has any con
sideration of recognition would
be out of order as long as the
Chinese Reds are proclaimed ag
gressors in Korea, are supporting
aggression in Indochina, and in
general are defying obligations
that any nation must observe un
der the United Nations charter.
Dulles did not elaborate on this
point except to say in answering
further questions it would be
theoretically possible for Red
China to be allowed into the
United Nations assembly, since no
veto exists there, while National
ist China continues to sit in the
11-nation Security Council where
a veto could block Communist
China’s membership.
However, Dulles did not say dip
lomatic recognition of the Peiping
regime would follow if the United
States became convinced that Red
China had' dropped all aggressive
tendencies.
Loyalists Quell
Bolivian Revolt
LA PAZ, Bolivia, Nov. 9 (£>)—
Forces loyal to President Victor
Paz Estenssoro today crushed a
revolt aimed at taking over major
Bolivian cities and holding the
president captive, the government
announced.
The rebels, described as mem
bers of the Bolivian Socialist Fal
ange (FSB), with nationalist lean
ings, captured and held for a time
the big city of Cochabamba, 140
miles southeast of -here. They
were driven off by armed peas
ants and oil workers loyal to the
president.
More than 100 rebels were re
ported under arrest. The official
Illimani radio said insurgents took
over the police headquarters, the
air base and the city hall in
Cochabamba, a city of 80,000 be
fore they were driven off.
FBI Uncovers $3O

Plan Parley
In Bermuda
WASHINGTON, Nov. 9 (JP) —A
diplomatic official said tonight
President Eisenhower, Prime- Min
ister Churchill and French Pre
mier' Joseph Laniel have agreed
to meet in Bermuda during early
December to review Western
strategy against Communists.
This official said the meeting
already has been arranged and
will be announced formally in the
three Western capitals soon.
The main purpose of the top
level ' parley, he said, will be to
discuss Germany’s future in the
light of Russia’s flat refusal to
attend any meeting aimed at Ger
man unification.
Prime Minister Churchill’s' de
sire for a top-level meeting with
Premier Malenkov may come up
also. But, this informant said the
main emphasis of the meeting will
be on starting a long-term West
ern policy toward Germany.
Prime Minister Churchill is
reported to have suggested the
meeting to President Eisenhower
within the past few days in an
effort to make certain Western,
policies are coordinated to face
Russia’s - apparent unwillingness,
to name any concessions to the
West.
United States, • British and
French differences with Soviet
Russia were key topics on the
agenda for an Eisenhower-Chur
chill-Laniel conference scheduled
for Bermuda last July.
That meeting was postponed
because of Churchill’s illness. The
Prime Minister now has returned
to the job.
The White .House always has
emphasized that the July meeting
was postponed and not canceled.
Detailed agenda plans which were
drawn up by th three nations for
the Bermuda session are stil!

Threatens
Suicide
TEHRAN, Iran, Nov. 9 (JP)—
Ranting ex-Premier Mohammed
Mossadegh told a court martial
trying him for his life today he
would commit suicide if released
and would not appeal if convicted.
He threatened to boycott future
court sessions.
Mossadegh, virtual dictator of
Iran for more than two years un
til his ouster last August by sup
porters of the Shah, is accused
of defying the Shah, trying to
overthrow the monarchy, and dis
solving the Majlis lower house of
parliament illegally.
The 73-year-old ailing politi
cian, still wearing gray pajamas,
banged his fist on the table and
told the court soon after the sec
ond day’s session opened:
“I am not going to attend com
ing sessions, even if you cut off
my head. If you vote this court
competent, you will sentence me
to death. By God, I will not come
to court at all.” ,
As the hearing proceeded he
warmed up. declaring:
“If you. like, you can sentence
me to death. I will not ask for an
appeal. I will not accept any for
giveness. I will, stay in this prison
until I die. If you release me, I
will commit suicide as soon as I
get hold of the means.”
Ebn Saud Dies;
Son Proclaimed King
BAHREIN, Persian Gulf, Noy.
9 (JP) —King Ibn Saud of Saudi
Arabia, who won . a desert king
dom with his sword and huge
revenues > by shrewd oil leases,
died today after a, long illness.
Reports reaching this Arab is
land said the 73-year-old king
died at 10 a.m. and that his son,
Prince Saud, 50, had been pro
claimed king. Another son, Prince
Faisal. 46. became crown prince.
Brownell Maintains
Spy Notice Adequate
WASHINGTON, Nov. 9 (IP)— Atty. Gen. Brownell said today FBI
director J. Edgar Hoover gave “full and adequate notice” of Harry-
Dexter White’s “spying activities” to the White House, four Cabinet
officers and four other high officials of the Truman administration.
Thus Brownell broadened the sweep of his charge that former
President Truman promoted the
late Treasury . official to ■ repre
sent this country in the Interna
tional Monetary Fund in the face
of two FBI reports that White
was a Soviet spy. Truman has de
nied the charge and -accused
Brownell of playing politics.
-FBI Report
The first FBI report, Brownell
said in a statement, wds sent not
only to the White House but also
to' Tom C. Clark, then attorney
general and now on the Supreme
Court, former Secretary of State
James V. Forrestal, former sec
retary of defense, and the late
Chief Justice Fred M. Vinson,
who was secretary of the Treas
ury at the time.
Copies also were dispatched,
Brownell said, to Adm. William
D. Leahy, who wi.„ personal chief
of staff to the President, Lt. Gen.
Hoyt S. Vandenberg as chief in
telligence officer of the War De
partment. Assistant Secretary -of
State Spruille Braden, and Fred
Lyon, a State Department divi
sion chief.
Brownell's Statement
Brownell did back away a bit
from an earlier statement that
this first report actually was de
livered to Truman in December,
1945. Today’s version was that
the report was transmitted to
Maj. Gen. Harry M. Vaughn, Tru
man’s military aide, for the at
tention of the former President.
White spent 14 years in the
Treasury Depai’tment and even
tually became an assistant secre
tary. He went over to the mone
tary fund in 1946 and died in I§4B,
a week after denying to the
House Un-American Activities
Committee that He had any con
nection with a Soviet espionage
ring.

Baby Returned;
Girl Kidnapper
5s Behind Bars
HUGO', Okla., Nov. 9, (IP)— A
sudden climax to a weekend kid
naping today resored a chubby
five-month-old Indiana boy to his
parents and put his 17-year-old
baby sitter behind bars vowing
she loved the child and hoped to
have him back sometime.
Mrs. Tommie Dene Doughty, a
former carnival strip teaser with
a mother complex, was arrested
shortly before midnight by the
FBI and six hours later she was
charged with kidnaping Richard
Lee Stammer from bus Evansville,
Ind., home.
The neatly dressed brunette did
not enter a plea and was turned
over to a U.S. deputy marshal
for transportation to the Musko
gee, Okla., federal jail. Her bond
was placed at $20,000 by, U.S.
Commissioner D. A. Stovall.
Meanwhile, the elated parents,
Richard Duane Stammer, 20, a
sailor, and his wife, Shirley, 18,
flew from their home to Durant,
54 miles west of here, to claim
their baby. The child, being cared
for by the wife of an FBI agent
at Durant, was none the worse
for two days and two nights of
traveling by bus and hitchhiking
in freezing weather.
Mrs. Doughty was taken into
custody shortly after she arrived
at the Red River Valley farm
home of her father, north of
Bokchita in southeast Oklahoma.
