PAGE EIGHT Social Security Benefit( Bill Flounders in House WASHINGTON, May 19 (JP)—A proposed $300,000,000 a year increase in social security benefits foundered in the House toslay on a charge it would open the way for socialized medicine. • The bill came up under a situation requiring two-thirds majority, for- approval and with amendments barred. It got a thin 150-140 majority, but that was 45 votes short of the needed two-thirds. In theory, the measure still had a chance for revival if the sponsors got clearance from the Rules• Committee for procedure in the normal parliamentary way. Actually, there appeared to be little likelihood of such a move, in view of the already developing adjournment rush. Chairman Doughton (D-N.C.) of the Ways and Means Committee, author of the bill, told a reporter soon after the vote "I have no• present plans to go before the Rules Committee. Let those who voted to kill•it take the responsibility, as far as I am con cerned." The socialized medicine cry, raised against the bill by the American Medical Association and echoed by several Republican House members, w a s directed against a section designed to pre serve the Old Age and Survivors Insurance rights of persons totally and permanently disabled.
