PAGE TWELVE Foreign Ministers Near GermanPeaceSettlement WASHINGTON, Sept. 14—(AP)—The Western Big Three for eign ministers neared final agreement today on the terms of a "lib eral" peace settlement for Western Germany. Although behind schedule in their talks, the three ministers nevertheless hoped to wind up their five-day conference with a formal joint announcement of their decisions around noon tomor row. Agreements Secret Details of agreements reached so far have been kept secret. But informed diplomats say that in considering a new "peace con tract" for West Germany the min isters have decided to reserve Allied rights to intervene in Ger man affairs under unusual circum stances. Chief among these is reported to be the right for the Allies to step in if Communists threaten the sur vival of the German republic either, by a domestic power grab or outside attack. Settlement:Generous Generally, however, diplomats connected with the conference de scribe the proposed settlement as "very generous." It provides, they said, for far greater German con trol over domestic and foreign policy matter. The settlement is to be called a "contractual arrangement" with the West German ' government, but is obviously designed to sub stitute for a Soviet-blocked peace treaty. The air ban went into effect without publicity at midnight Tuesday, it was confirmed today. Czech planes must make long de tours over the Soviet occupation zone to the Baltic if they attempt to continue flying to western capitals such as Brussels and Am sterdam. United States, British an d French high commissioners in formed the Czech military mission in Berlin in a brief note Monday that they had suspended Czech flight privileges "until further notice." They gave no explanation, but the action is known' to be one of several punitive measures the U.S. government has drafted as a re prisal for the Czech imprisonment of Associated Press correspond ent William N. Oatis, sentenced to 10 years on a charge of spying.
