It is desirable that deferment
'of all college students receive
'equitable consideration by all
"local b o a r d s irrespective of
;Course of study. In order to main
'lain uniform classification,' local
boards should not grant a stu
, dent deferment unless eligibility
is: clearly •established.

When the student meets the
• ;. requirements of the regulations
,he may be placed in class 11-A
• (S). After the scholastic year
'commences, local boards should
,take steps to be certain that the
student is acutally in attendance
;at the college.
During the past year, nation

..wide,• approximately 700,000 stu
dents had their inductions post
poned. It is expected that the
present procedure to qualify stu
'dents will eliminate 200,000, leav
ing approximately 500,000 to be

college to local boards. No test
score required.
Summary of Procedure:
A. Certification of scholastic
standing must be furnished by
the college.
B. Th e College Qualification
Test is optional and not a re
quirement.
C. Each student registrant
must be granted an original de
ferment as a student if he has
entered upon an academic, year
prior to the date of induction.
' D. Persons , who have been
postponed or deferred because
of attendance at schools and col
leges, will now be considered un
der the regulations. If not eligible
for continued deferment under
the present criteria, such a regis
trant may be inducted when
reached in sequence regardless of
his presence' in college at that
time.
E. In order to afford students,
who may be considered for oc
cupational deferment under. the
new criteria, the opportunity to
furnish their local boards with
the necessary evidenpe of their
scholastic standing or their test
scores in the College Qualifi
cation Test, the issuance of an
order to report for induction, or
the induction of‘ any such stu
dent will be postponed pending
receipt of •such information but
in no case later than August 20,
1951.

local boards shall reopen and
consider anew the classification
of any student whose class stand
ing or test score meets the cri-
